Job description

Title: Personal Financial Counselor – Fort Meade, MD. Grade 24. Work Experience: Required.

Responsibilities

• Provide personal financial services at assigned military installations.
• Deliver the full breadth of personal financial counseling services to service members and their families.
• Offer education and counseling on financial services, including one‑on‑one counseling, consultations with commanders, briefings, presentations, and referrals.
• Work closely with installation and military branch points of contact (POCs) to ensure program scope and alignment with installation needs.
• Assist service members in establishing a spending plan for extended absences.
• Develop and make available informational financial materials.
• Coordinate, publicize, and provide Personal Financial Management classes and workshops across the military lifecycle (e.g., arrival, pre‑ and post‑deployment, career events).
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling or other electronic communication modes such as web‑based chat or video teleconference, as authorized by the OSD FINRED Program office.
• Manage duty‑to‑warn situations in accordance with DoD protocol.
• Communicate with leadership and participate in regular supervision, sharing information on trends and installation issues.
• Participate in regular in‑services, training, quality improvement committees, or other contract activities as assigned.
• Perform all other duties as assigned.

Qualifications

• Bachelor's degree required; alternatively, associate degree plus four years of experience or high school diploma plus six years of experience.
• Minimum of three years of financial counseling experience.
• U.S. citizen who speaks fluent English; if required by contract, bilingual in English and Spanish.
• Must obtain a favorably adjudicated Tier 2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Hold one of the following certifications: Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

Salary Range: $58,440 – $93,500.
