Responsibilities

  • Supervises staff including: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
  • Develops and manages the programs that include the life cycle of development projects, compliance monitoring, variances, policies, and enforcement of ordinances and external codes and regulations.
  • Develops and implements section policies and procedures and provides interpretations to ensure consistency in the application of rules, ordinances, and regulations.
  • Reviews and analyzes new and renewal permit applications, prepares written comments on regulatory compliance, and submits to proper agencies.
  • Oversees and conducts pre-application meetings with contractors, developers, engineers, and the general public and provides information, rule interpretation and assistance to ensure compliance with regulations.
  • Reviews requests for variances and applies professional regulation standards to unique situations in approving or denying the same.
  • Acts in a liaison capacity with other County departments and state and federal agencies and may appear as an expert witness in court cases.
  • Investigates and resolves various problems and complaints and prepares follow-up reports and correspondence.
  • Supervises and participates in the operation of a computerized information system and performs related duties which include use of systems operating and statistical programs, systems maintenance, software programming, and/or re-programming functions.
  • Develops and monitors program budgets and standard operating procedures and tracks inventory and property control.
  • Provides high level project management and oversight; develops and implements processes, methodology and strategic plan. Researches and analyzes issues, evaluates options, mediates disputes, troubleshoots problems, and resolves concerns.
  • Provides technical support and administration of systems and programs: manages workflow, implements systems/program updates, provides training, troubleshooting and/or monitors and manages system interfaces.
  • Administers contracts and grants; develops, implements and manages: request for proposal documents; various service/license/lease agreements; documents of understanding; purchasing contracts; and other related agreements.
  • Develops and implements department policies and procedures related to assigned projects and programs. Prepares and maintains a variety of reports, maps, correspondence, forecasts and/or related documentation.
  • Ensures compliance with department policies and procedures, applicable local and State rules and laws, and administrative portions of the Hillsboro Municipal Code and State Codes.
  • Manages records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
  • Performs other duties of a similar nature and level as assigned.

About this Opportunity

The Hillsboro Economic and Community Development Department is seeking a Permitting Development Services Manager to join the Administrative Division and lead a team of professionals in the performance of land development related services.

In this position you will perform work with multiple teams with a diverse area of expertise. The development activity in the City remains strong and this position will be provided opportunities to work on a broad range of projects in a fast growing City that’s in the heart of the Silicon Forest and often identified as one of the top places to live in the country. There are also opportunities provided to expand individual expertise through internal projects and training.

What You Will Be Doing

The principal function of an employee in this class is to oversee the activities of employees engaged in the life cycle of land use, site development, right-of-way, and building permit submittals; management of developer agreements and other operational aspects related to development services. Responsibilities for this position include leading process improvement initiatives, developing and implementing section policies, ensuring consistent and efficient customer service, and strategically managing change in the area. Incumbents supervise staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

Essential Duties:

Current and Upcoming Projects:
  • Stabilization of Technicians roles and responsibilities through comprehensive training.
  • Ongoing implementation of a new permitting software
  • Permitting support for the build out of Oregon's largest master planned communities, infill residential projects, and commercial/industrial projects
Education:
  • Bachelor’s Degree in a related field; and 5 years of related experience including 3 years of supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Licensing/Certifications:
  • Valid driver's license and safe driving record
  • ICC Permit Technician Certification
