Salary Range: $109,561 - $164,341

This position reports to the Storm Water Services Director and leads the Storm Water Division’s Permitting & Compliance Program (approximately 15 staff). Responsibilities include land development engineering review, erosion control, zoning, storm water, BMPs, floodplain permitting, and inspection services. Knowledge of Accela software is a plus. The role also serves as the Floodplain Administrator for Mecklenburg County and the Storm Water Administrator for several jurisdictions. The position involves working with city and town staff, elected officials, planning boards, the development community, engineers, and surveyors to improve plan review, permitting, and inspection services. Ensuring the fees charged cover the service expenses is also a key responsibility.
Position Summary: Administers and manages design and construction projects, participates in developing facilities and land planning for specific programs, and stays updated on trends and best practices in areas like building systems, air quality, storm water management, solid waste, or park operations.

Minimum Qualifications:
Education: Bachelor’s in Architecture, Engineering, Construction Management, or related field. Relevant experience may substitute for education.
Licenses and Certifications: Valid NC or SC Driver’s License, County Driving Privileges, PE, PG, or QEP; RA or RLA may be required based on assignment.
Preferred Qualifications: PE, CFM.
Knowledge, Skills, and Abilities: Knowledge of project management, regulations, construction materials, safety policies, and technical design principles. Skills include active listening, critical thinking, effective communication, problem review, and solution development. Abilities include clear communication, partnership building, collaboration, result orientation, proactive action, follow-up, negotiation, and conflict management.
Computer Skills: Proficiency in Microsoft Office Suite.
Work Environment: Outdoor work exposed to weather conditions.
Selection: This role involves development of ADA-compliant technologies and adherence to county policies.
