Major Functions

The County of Volusia is seeking a Permit Technician for the Building and Code Administration division. This position is located in DeLand, Florida, and will be responsible for working in the Permit Center providing specialized processing services for building permits. This position is heavily customer service-based, therefore it requires a strong and excellent customer service approach with internal and external customers. The candidate will provide information and guidance regarding procedures for all types of building permits, which includes reviewing all the information and/or documentation that is required on the permit applications.

Illustrative Duties

  • Provides information and guidance to the general public regarding application procedures for all types of building permits.
  • Reviews permit applications for provision of all required information and/or documentation.
  • Prepares applications for necessary reviews.
  • Audits application documents and naming conventions.
  • Verifies completion of all required reviews and completes final preparation of permits for issuance.
  • Advises customers of permit status, problems, and final approval.
  • May be assigned as special liaison with high volume customers.
  • Maintains official records pertaining to the process.
  • Handles special projects with the direction of the Permit Process Manager.
  • Provides courteous and professional assistance to external customers, internal staff, and other divisions as needed.
  • Answers phone, responds to emails, and assists customers at the counter.
  • Trains customers on use of our Connect Live web portal.
  • Handles customer questions and issues regarding permit requirements, refers technical questions to appropriate staff, and advises customers of actions taken as necessary.
  • Performs functions with accuracy and outstanding customer service.
  • Performs specialized processing functions for permits.
  • Monitors progress of permit reviews.
  • Serves as liaison between reviewing agencies and applicants.
  • Images documents using small and large-format scanners.
  • Addresses public records requests.
  • Maintains confidentiality of records.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County, and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Graduation from high school or possession of a GED and three (3) years of general clerical experience to include a minimum of two (2) years in customer service.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess and maintain a valid driver's license at time of hire.

Must possess a valid Florida driver's license within 30 days of hire and maintain thereafter.

Knowledge, Skills & Abilities

  • Knowledge of basic land development and construction permit application requirements.
  • Knowledge of land development and construction terminology.
  • Knowledge of general permit processing and procedures.
  • Knowledge of County offices and functions.
  • Knowledge of and skill in relevant computer applications, such as the County's permitting system.
  • Skilled in the use of various office equipment (e.g., telephones, personal computers, printers, scanners, plotters, and point of sale machines).
  • Ability to follow check lists and recognize different types of required exhibits and plans.
  • Ability to deal with internal and external customers in a professional, courteous manner.
  • Ability to accurately answer questions and resolve problem situations or refer to the appropriate office.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Hands-on experience with desktop computer applications.
  • Must be able to relocate to other county locations based upon operational needs.

Ada Requirements

Physical Demands: Primarily sedentary work requiring sitting, bending, stooping, kneeling, and standing. Ability to move about an office. Ability to look at a computer screen for long periods and operate a computer keyboard and other office equipment requiring repetitive hand movement. Ability to speak, hear, and see. Finger dexterity. Ability to lift and carry up to 10 pounds.

Environmental Demands: Inside work.

Mental Demands: Ability to perform shop math including fractions, percentages, ratios, multiplication, subtraction, division. Ability to read and comprehend instructions, reports, permits, applications. Ability to speak clearly and concisely. Ability to write detailed information and data in clear and proper English.
