  • Receive, review, process, and/or issue various building and engineering permits.
  • Screen plans submitted to the City for accuracy and completeness in accordance with the municipal code, state law, and program policies and procedures.
  • Review and issue minor encroachment permits for work within the right-of-way to developers, utilities, and contractors.
  • Read and understand plans; verify existing utilities, standard traffic control configurations, and site conditions using digital and paper resources under the technical guidance of an associate plan check engineer.
  • Issue and maintain annual permits for franchise and non-franchise utility companies.
  • Coordinate with plan check engineers, construction inspectors, permit technician staff, Planning Division, Traffic Engineering, Public Works, and other internal departments as required to carry out job duties.
  • Calculate and process permit fees for various engineering and encroachment permits.
  • Engage with the public to answer questions, provide information, conduct research, and permit work within the public right-of-way.
  • Guide contractors and the public through the engineering permit process and insurance requirements.
  • Perform related duties as required.

PAYROLL/CLASSIFICATION TITLE:

Permit Technician

DISTINGUISHING CHARACTERISTICS:

The Permit Technician is the single-class position responsible for first-contact customer service in the City's development services permits and planning processes, services, and issuance. This classification is distinguished from the classification of Office Assistant by the performance of technical duties related to building and engineering plan checking and permit calculation, fees, and processing.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

General supervision is provided by the Permit Coordinator. Technical or functional supervision may be provided by higher-level Community Development staff. Incumbents of this class do not routinely exercise supervision.

WORK SCHEDULE:

The normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Examples of duties

  • Assists the public at the Building & Engineering Services counter and responds to inquiries over the phone and via email.

  • Reviews and accepts building and engineering application submittals; Accepts plans for plan check and verifies accuracy and completeness of information.

  • Provides general information to architects, builders, property owners, contractors, engineers, and the general public regarding municipal codes, department policies, and standards over the phone, at the counter, and by email.

  • Researches permit history and information for projects; provides property owners, contractors, and design professionals with information relating to code and answers permit questions.

  • Reviews and approves temporary use permits and business license applications/zone clearances; reviews minor building and encroachment applications.
