Job summary

City of Coral Gables is seeking an Engineer to review plans, perform drainage calculations and ensure compliance with City Codes and Engineering Standards. The role handles permit review, applicant meetings, and coordination with City Departments under the City Engineer & Permit Section Manager.

This position requires a Civil Engineering degree, 4 years of related experience including reading plans, and a Florida driver's license. An E.I.T.

Qualifications

• Bachelor’s degree in civil engineering required for this position.
• An E.I.T. certification is preferred.
• Four years of related engineering experience, including design work and experience reading plans and blueprints.
• Valid Florida Driver's License required.

Responsibilities

• Receives plans submitted to the Public Works Department and ensures proper routing.
• Examines, reviews and provides comments to plans submitted for Public Works review and permit issuance.
• Reviews elevations and drainage systems to ensure compliance with standards.
• Answers questions from applicants and explains issues with plans.
• Responds to inquiries through PW Permits inbox and 311 app with timely follow-up.
• Maintains right of way covenant databases and permit-related records.
• Issues permits for right-of-way work, estimating excavation areas and MOT requirements.
• Ensures right-of-way permit compliance by developers and contractors.
• Reviews building permits and right-of-way encroachment for compliance with City Codes.
• Prepares and reviews encroachment items for commissions and holds harmless agreements.
• Verifies property ownership, licenses, and insurance.
• Performs miscellaneous administrative duties and generates reports.

Job description

This position performs engineering work in the review and approval of plans, drainage calculations and reports, to ensure compliance with the City Code of Ordinances and Engineering Standards. Responsible for permit review and processing, meetings with applicants, participating in technical review committees, and coordination with our City Departments. Works under the direction of the City Engineer & Permit Section Manager.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Receives plans submitted to the Public Works Department and assures proper routing.

Examines, reviews and provides comments to plans submitted for Public Works’ review and permit issuance.

Reviews proposed and existing elevations and drainage systems, both existing and proposed, to ensure compliance with standard engineering practices and standards.

Answers questions from applicants and provides accurate explanations of issues with plans; provides guidance to rectify deficiencies.

Responds to general email inquiries received through the PW Permits group inbox and the 311 Customer Service Application, ensuring timely and accurate follow-up.

Maintains and updates right of way Restrictive Covenant database and other Public Works permit-related database to ensure accuracy and accessibility, for reference.

Issues permits for right-of-way work to include calculating permit fees and assigning special instructions and sub permit requirements. Required estimating excavation areas, right of way closures, concrete replacement, etc.

Ensures proper right-of-way permit compliance by developers and contractors to include proper Maintenance of Traffic (MOT) for municipal zones.

Reviews building permits and right-of-way encroachment requests to ensure compliance with City Codes.

Processes all permit related documents/forms/information and ensures proper routing. To include documents/forms required by external agencies.

Reviews right-of-way encroachment requests. Prepares commission agenda items and background-information related to encroachment items.

Assist in the preparation and review of restrictive right-of-way covenants, hold harmless right-of-way agreements and related maintenance agreements.

Verifies property ownership, contractor licenses, and insurance.

Compiles data and prepares various reports. Performs administrative functions to include correspondence preparation, filing plans, permits, and maintaining various records.

Prepares and maintains reports, records and correspondence concerning permitting activity.

Provides right-of-way as built and standard details information.

Processes requests for additional streetlight and coordinates with FPL.

Support section manager with administrative duties, Construction Inspectors supervision, payroll related matters, as well as other Permit Section support functions, as necessary.

Ensures completeness of controls, adherence to standards, completion of documentation, quality of output and efficiency of systems and programs.

Communicates with field staff (Construction Inspectors) regularly.

Maintains permit related forms and requirements updated.

Conducts field inspections and participates in public meetings, as necessary.

Performs Other Related Tasks As Required.
