Job summary

KALCON is seeking a Permit Coordinator to join the Owner’s Representative team, responsible for planning, coordinating, tracking, and reporting all permitting, inspection, entitlement, and approval activities required to support the successful delivery of a hyperscale data center campus.

This role serves as the central liaison between Development, Design Management, Construction, GCs, consultants, utilities, regulatory agencies, and AHJs, ensuring permitting activities stay aligned with project

Qualifications

  • Bachelor’s degree or equivalent experience in a related field.
  • 7+ years in permitting, design or construction management.
  • Experience with large-scale commercial or infrastructure projects.
  • Knowledge of permitting, inspection, and occupancy processes.
  • Strong project coordination and stakeholder communication.

Responsibilities

  • Maintain permit repository, permit matrix, logs and documentation.
  • Identify and track all required permits throughout the project lifecycle.
  • Establish permitting sequences aligned with development and construction.
  • Monitor permit review durations, inspections, and closeout requirements.
  • Develop permitting dashboards, status reports and logs.
  • Coordinate with AHJs, utilities, and regulatory agencies.

The Permit Coordinator serves as a key member of the Owner’s Representative team responsible for planning, coordinating, tracking, and reporting all permitting, inspection, entitlement, and approval activities required to support successful delivery of a hyperscale data center campus. This role acts as a central liaison between Development, Design Management, Construction, General Contractors, consultants, utility providers, regulatory agencies, and Authorities Having Jurisdiction (AHJs), ensuring permitting activities remain aligned with project schedules, construction sequencing, energization, commissioning, and occupancy milestones.

Minimum Qualifications:
  • Bachelor’s degree in Construction Management, Architecture, Engineering, Planning, Public Administration, or a related field; equivalent experience may be considered.
  • 7+ years of experience in permitting, design management, construction management, land development, or program management.
  • Experience supporting large-scale commercial, industrial, mission-critical, utility, or infrastructure projects.
  • Working knowledge of building, civil, environmental, utility, fire/life-safety, inspection, and occupancy permitting processes.
  • Strong project coordination, schedule management, documentation, and stakeholder communication skills.
  • Ability to coordinate across project teams, consultants, contractors, utilities, AHJs, and regulatory agencies.
  • Proficiency with project management, scheduling, document control, and reporting software.
  • Ability to read and interpret construction drawings, project schedules, permit requirements, and agency correspondence.
Preferred Qualifications:
  • Data center, mission-critical, advanced manufacturing, or utility infrastructure project experience.
  • Experience supporting phased campus developments and multiple concurrent construction packages.
  • Experience working directly for an owner or as an owner's representative.
  • Relevant professional certifications such as PMP, CCM, PE, RA, AICP, or LEED.
Duties and Responsibilities:
  • Maintain and manage the project permit repository, permit matrix, permit logs, and supporting documentation.
  • Identify and track all required building, site, environmental, utility, fire/life safety, trade, and operational permits throughout the project lifecycle.
  • Establish permitting sequences aligned with campus development phases, buildings, utility infrastructure, and major construction packages.
  • Monitor permit review durations, approval timelines, inspections, expiration dates, and closeout requirements.
  • Identify permitting risks, long-lead approvals, and critical path constraints and proactively communicate impacts to project stakeholders.
  • Develop and maintain permitting dashboards, status reports, action logs, and permit tracking tools.
Agency & AHJ Coordination
  • Serve as a primary point of contact with local municipalities, regulatory agencies, utility providers, and Authorities Having Jurisdiction (AHJs).
  • Coordinate permit submissions, agency comments, resubmittals, inspections, and approvals.
  • Maintain current communication records and contact information for all permitting authorities.
  • Support coordination with agencies including Wisconsin DNR, DSPS, utility providers, local municipalities, and other regulatory organizations.
  • Facilitate meetings with planning, zoning, building, fire, environmental, transportation, and utility authorities as required.
Construction & Contractor Support
  • Partner with Design Management, Development, Construction, consultants, and General Contractors to establish permit ownership, accountability, and execution plans.
  • Coordinate permit requirements for building construction, site development, utility infrastructure, temporary facilities, substations, Battery Energy Storage Systems (BESS), generators, and other major campus workstreams.
  • Support planning and execution of trade permits, inspections, Temporary Certificates of Occupancy (TCO), and Final Certificates of Occupancy (CO).
  • Ensure permit requirements, inspections, and agency approvals remain aligned with project milestones, construction schedules, commissioning activities, and occupancy targets.
  • Identify design revisions, field conditions, or scope changes that may require permit amendments or additional agency review.
Stakeholder Communication & Reporting
  • Coordinate recurring permit meetings, stakeholder communications, and community outreach activities.
  • Prepare agendas, meeting minutes, action items, decision logs, and status updates.
  • Lead weekly permit status reviews and facilitate issue resolution efforts between project teams and permitting authorities.
  • Maintain permitting KPIs, risk logs, escalation trackers, and status reports.
  • Provide executive-level reporting related to permit progress, risks, inspections, upcoming submissions, and approval milestones.
Inspections, Closeout & Compliance
  • Coordinate permit inspections, occupancy approvals, and permit closeout requirements with project stakeholders.
  • Track inspection results, corrective actions, outstanding documentation, and reinspection requirements.
  • Ensure testing reports, certifications, record drawings, and final approval documentation are completed and properly archived.
  • Maintain organized permit files, agency correspondence, applications, approvals, and supporting documentation throughout the project lifecycle.
  • Support development and continuous improvement of permitting procedures, standards, and best practices for the mission-critical campus build
