Responsibilities

  • Gather and document permitting requirements for each entity and project as directed by the Permitting Manager.
  • Support the Permitting Manager in building and maintaining relationships with permitting agencies.
  • Assist in establishing permitting deliverable requirements with internal and external engineering teams.
  • Create and update the permitting submittal schedule and tracker for assigned projects.
  • Help develop and maintain the list of permits required for each project or sub-project.
  • Create and update permitting boundary and constructability maps for the field teams.
  • Maintain permitting trackers required for each assigned project.
  • Apply permitting QC checklists to submittals to uphold quality and consistency.
  • Communicate with permitting agencies regarding status updates and projected approval dates.
  • Prepare permitting packages and supporting documentation for review.
  • Submit completed permitting packages to agencies.
  • Update permitting mapping regularly for accuracy.
  • Maintain and update permitting trackers and spreadsheets for completeness.
  • Coordinate with field teams and engineering firm to gather information missed during field staking.
  • Flag permitting rejections and document root-cause details.

Position Overview

As the Permit Coordinator, you keep fiber deployment projects on schedule by handling the day-to-day work of the permitting process: preparing and tracking applications, following up with agencies, maintaining mapping and trackers, and coordinating with field teams and the engineering firm.

The permits you help move through the pipeline clear the way for Stimulus's BEAD-funded fiber builds across rural Oregon. You'll work under the direction of the Permitting Manager, executing the standards and processes they establish while flagging issues, rejections, and bottlenecks before they slow a project down.

Essential Functions
Project Startup
  • Gather and document permitting requirements for each entity and project as directed by the Permitting Manager.
  • Support the Permitting Manager in building and maintaining working relationships with permitting agencies.
  • Assist in establishing permitting deliverable requirements in coordination with the internal and external engineering teams.
  • Create and update the permitting submittal schedule and tracker for assigned projects.
  • Help develop and maintain the list of permits required for each project or sub-project.
  • Create and update permitting boundary and constructability maps for the field teams.
  • Maintain permitting trackers required for each assigned project.
  • Apply permitting QC checklists to submittals to uphold quality and consistency.
In-Process Permitting
  • Communicate with permitting agencies regarding routine status updates and projected approval dates.
  • Conduct regular follow-up with agencies to keep permits moving through the approval pipeline.
  • Prepare permitting packages, applications, and supporting documentation for the Permitting Manager's review before submission.
  • Submit completed, approved permitting packages to agencies.
  • Update permitting mapping on a regular basis for accuracy and validity.
  • Maintain and update permitting trackers and spreadsheets for completeness.
  • Coordinate with the field team and the engineering firm to gather information missed during field staking.
  • Flag permitting rejections to the Permitting Manager and document the details for root-cause review.
  • Provide regular status updates to the Permitting Manager on assigned permits and projects.
  • Assist in processing invoices from pole owners and permitting agencies.
  • Tally poles against application areas to support invoice review and payment coordination.
  • Assist in preparing make-ready estimates and pole application submittals for the Permitting Manager's approval.
  • Support the Permitting Manager with permitting activity details needed for state and federal grant program reporting.
Post-Approval
  • Distribute licenses and approvals from agencies to the field team promptly upon receipt.
  • Update mapping and spreadsheets upon new approvals and transmit to the field team and Project Manager.
  • Contact permitting agencies or applicable bodies to confirm completion of construction on each permit as required.
  • Assemble and archive permit closeout documentation.
Education and Experience
Required
  • High school diploma or GED; associate or bachelor's degree preferred.
  • 1+ years of experience in permitting, right-of-way administration, or utility/telecom construction support.
  • Working familiarity with GIS or mapping software.
  • Proficiency with Microsoft Office Suite.
  • Strong organizational skills with the ability to track multiple permits and deadlines simultaneously.
  • Clear written and verbal communication skills for agency and internal correspondence.
  • Valid driver's license.
Preferred
  • Exposure to right-of-way, railroad, DOT, or municipal permitting workflows.
  • Familiarity with pole attachment licensing and make-ready coordination.
  • Experience with fiber-to-the-home (FTTH) or FTTP deployment projects.
  • Familiarity with permitting tracking tools such as Quickbase, Vetro, or Omnia.
  • Basic awareness of NEPA, NHPA and Section 106, or tribal permitting processes.
