Qualifications

Job description

Salary Range: $64,095.00 To $76,040.00 Annually

The Performance Analyst serves as a data translator and domain advocate, bridging rigorous performance analytics with real-world operational context across CCN's external partner network. This role goes well beyond traditional reporting. It is a field-facing position and is responsible for developing performance frameworks, interpreting complex data through a clinical, social and operational lens, and proactively identifying opportunities for improvement across the region's health and social care landscape. The analyst engages directly with health systems, community-based organizations, County and state partners, bringing equal credibility to the numbers and to the care environment it describes, challenging assumptions in both directions: pushing partners toward what the numbers demand, and pushing back internally when the data tells a story leadership needs to hear.

Essential Responsibilities
Analytics & Performance Measurement
  • Leverage subject matter expertise in clinical care, behavioral health, and CBO operations to contextualize performance data, interpret findings through a clinical and operational lens, and translate them into actionable recommendations.
  • Collect, compile, and analyze data from multiple sources such as claims, utilization, workforce, financial, and population health sources using descriptive and inferential methods such as trend analysis, rate comparisons, confidence intervals and regression to surface patterns, gaps, and outliers across population and program data.
  • Design and maintain performance tracking frameworks, KPIs, and baseline measures across all CCN program areas. Define, track, and integrate performance metrics across current and future-state workflows, care coordination, workforce, and financial indicators to support planning, accountability, and strategic decision-making.
  • Develop scoring rubrics, feasibility and sustainability metrics, and outcome measures to support prioritization, logic model development, and program evaluation.
  • Build dashboards and reporting products that frame findings with narrative, clinical, and programmatic context, going beyond data display to deliver clear implications for decision-makers and governance bodies, with consistent methodology and data integrity across all sub-regions.
  • Support financial performance assessment including value-based payment opportunity analysis, revenue optimization tracking, and sustainability indicators.
  • Identify data quality gaps and interoperability requirements, and collaborate with the Business Intelligence team, external data sources, and sub-region partners to ensure consistent performance measurement across the region
External Partner Engagement
  • Attend planning meetings and partner convenings and actively contribute to strategic discussions, and ensure metrics are aligned with evolving planning priorities.
  • Present performance findings directly to health systems, CBOs, DOH partners and other stakeholders as not just a hand off but as a facilitated conversation, helping partners understand their performance within the broader regional picture, building their capacity to engage with data meaningfully, and representing CCN's analytical perspective at convenings, planning tables, and governance structures.
  • Proactively surface findings with strategic and/or operational implications, serve as an internal check on narrative drift by grounding planning discussions and leadership decisions in what the data actually supports, and develop recommendations that connect analysis to specific, actionable next steps, following through on whether those steps produce the intended results.
MINIMUM REQUIREMENTS:
  • Bachelors degree in Business Analytics, Data Analytics, Data Science, Statistics, or a related field required; Master's degree preferred.
  • Minimum of 2 to 3 years of experience in health data analysis, research, or program evaluation, preferably in a health care or public health setting, especially handling Medicaid population data.
  • Experience with data analysis tools such as MS Excel, SQL, Power BI; familiarity with business intelligence platforms and data visualization tools preferred.
  • Strong analytical, and critical thinking skills with the ability to translate complex data into actionable findings.
  • Excellent written and verbal communication skills with the ability to prepare clear data summaries and reports for diverse audiences.
  • Ability to manage multiple data projects simultaneously and meet deadlines across deliverables.
