City of Haltom City is seeking a Director of Human Resources & Risk Management to oversee talent acquisition, compensation, benefits, training and risk programs for all city employees. This appointed, exempt position leads budgeting, policy development, compliance, employee relations, and supervisory staff, reporting to the City Manager and coordinating with the City Attorney on HR and risk matters.

Bachelor’s degree and five years municipal HR leadership preferred; Texas Driver’s License

Competenze

• Bachelor’s degree in Human Resources or related field plus five years in municipal HR operations.
• Equivalent combination of education and experience accepted.
• Valid Texas Driver’s License required.
• CHRS/SHRM-CP certification strongly desired.

Mansioni

• Leads talent acquisition, job offers, onboarding, and interview panels.
• Ensures compliance with state/federal HR laws and policies; liaises with City Attorney on employee relations.
• Maintains compensation plans and job descriptions; oversees annual pay planning for multiple scales.
• Develops HR plans, policies, budgets, and supervises HR staff.
• Prepares organizational salary information and cost calculations for budgeting.
• Oversees risk management including workers’ compensation, safety, and liability.
• Counsels staff on performance and employment issues; conducts investigations.
• Administers and manages employee benefits programs and related contracts.
