Job summary

The Human Resources Manager at Fresno EOC leads and directs the routine functions of the HR department, including recruitment, pay, benefits and leave, worker’s compensation and safety, employee relations, systems and policy application. This role supports the agency’s vision for a strong Fresno County with resources to shape the future.

Responsibilities include supervising staff, overseeing benefits, HRIS, compliance, and data reporting, and advising on HR issues.

Qualifications

• Bachelor’s Degree in human resources, business administration, public administration, or related field.
• Four (4) years of progressive professional HR management or generalist experience.
• Two (2) years of supervision in HR; PHR/SHRM certification preferred; CA-specific credentials valued.

Responsibilities

• Supervises assigned staff, interns, and volunteers; recruitment, performance management and other personnel processes.
• Oversees day-to-day operations of the Human Resources Office.
• Manages benefits, leaves of absence, wellness, retirement plans, safety, workers’ compensation, HRIS, and employee relations.
• Provides guidance on policies to managers and employees and ensures regulatory compliance.
• Provides complex HR data analysis for reporting and presents information to leadership.

Education

Bachelor’s Degree in HR / Business / Public Administration or related field
