Job summary

Dispatch Biotherapeutics, Inc. is hiring a Manager/Associate Director, People & Culture Operations to design and run programs shaping the employee experience. You will own benefits, compensation, HR systems, and data across Philadelphia and San Francisco, partnering with Finance, Legal, and external vendors.

You will lead salary planning, renewal cycles, and system implementations, while driving AI-enabled efficiency and scalable, compliant processes for a rapidly growing biotech workforce.

Qualifications

• Bachelor’s degree in Human Resources, Business, or a related field, or equivalent practical experience
• 5+ years of progressive HR experience, including at least 3 years in a high-growth company environment
• Demonstrated depth and hands-on ownership in benefits and compensation — leading benefits renewals and open enrollment, building salary ranges and market benchmarking, and running annual compensation cycles
• Hands-on HRIS administration experience, including implementing or optimizing HR systems and their integrations with payroll and benefits
• Strong analytical and data skills, including advanced proficiency in Excel and comfort building compensation and benefits cost models
• Working knowledge of U.S. employment law and benefits compliance, including multi-state requirements
• A track record of building People & Culture processes and programs from the ground up
• Collaborative nature and strong organizational skills
• Excellent communication and ability to handle confidential information

Responsibilities

• Build the foundation of People & Culture processes, policies, and programs across the full employee lifecycle
• Own benefits design and administration including renewal, enrollment, broker management, benchmarking, cost analysis, and compliance
• Maintain compensation infrastructure, salaries, market benchmarking, equity guidelines, and pay equity monitoring
• Lead annual performance and compensation cycles end-to-end with reporting and communications
• Own HR systems and data, including HRIS, payroll, benefits administration, and learning tools
• Oversee onboarding from offer to 90 days, coordinating with multiple teams across sites
• Leverage AI tools to automate workflows and improve self-service and reporting
• Support employer brand with insights from engagement data and benefits programs
• Handle employee inquiries on benefits, pay, and leave with scalable self-service resources
• Manage immigration processes in partnership with outside counsel and Talent Acquisition
• Develop internal communications about People & Culture programs and changes
• Ensure multi-state compliance (PA, CA, etc.) and maintain proper records
