Job summary

California State University, Fullerton (Cal State Fullerton) is seeking a Payroll Technician II to support payroll operations. This temporary role will process and reconcile payroll and personnel transactions, while guiding campus users through CSU policies and procedures.

The position requires knowledge of payroll systems, strong numerical accuracy, and the ability to communicate clearly. It is a professional entry point with aclear path to growth within CSUF's Payroll Services.

Work Schedule

Monday - Friday, 8:00 AM - 5:00 PM. This is a temporary position to end on or before 6 months.

The Payroll Services department within the Division of Human Resources and Inclusive Excellence (HRIE) supports the campus by providing information related to employment and department processes to ensure accuracy and on time payment of employees. In this role, you’ll play an important part in supporting the university’s payroll operations — from processing and reconciling payroll and personnel transactions to providing guidance and assistance to campus payroll users. You’ll work with a variety of CSU policies, procedures, rules, and regulations while gaining valuable experience in higher education payroll.

Essential Qualifications

Two years or the equivalent of experience preparing and processing payroll personnel documents. Thorough knowledge of general office methods, procedures, and practices. Thorough knowledge of, or the ability to acquire quickly, knowledge of the Uniform State Payroll Procedures Manual, Personnel Information Management System Manual, and other information found in state and university administrative manuals and guidelines. Ability to acquire knowledge of the Public Employees’ Retirement System Manual, executive orders published by the Chancellor’s Office, applicable state and federal laws, educational codes, and collective bargaining agreements. Ability to independently identify appropriate payroll applications and interpret complex written policies and procedures not clearly described in available guidelines. Ability to tactfully and clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of pay and personnel related processes and procedures. Ability to review detailed numerical records or transactions and identify deviations from applicable policies or procedures. Ability to trace and correct processing errors, print or type numbers neatly on forms, operate computer terminals for online keying of various payroll/personnel transactions, format computer data, and troubleshoot problem areas. Ability to independently draft and satisfactorily prepare, in final form, cover memoranda and responses to inquiries concerning applications of payroll/personnel policies and procedures. Ability to keep abreast with changes in a wide variety of complex resource materials in order to be in compliance with university, state, federal, and educational codes, rules, and regulations. Ability to independently prepare and reconcile pay and personnel related transaction reports on staffing, classifications, employee deductions, and salary patterns. Ability to read and write at a level appropriate to the duties of the position. Ability to perform arithmetic computations rapidly and accurately.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications

Experience with Enterprise Resource Planning (ERP)/Human Resources Information System (HRIS), PeopleSoft, or related software. Prior CSU payroll processing experience. Experience with State Controller's Office programs such as Personnel/Payroll Information Management System (PIMS), Performance Improvement Plan (PIP), and Campus Information Retrieval System (CIRS). Experience with the Public Employees Retirement System (PERS). Experience with applicable state and federal payroll laws. Experience working as a contributing member of a payroll team. Commitment to excellence in the area of customer service and follow-up. Ability to take initiative and be innovative when problem solving. Thorough knowledge of Microsoft Office Suite.
