Job summary

CDS in Texas is seeking a Payroll Tax Manager to lead the engine behind accurate, timely payroll and payroll tax operations in a high-volume, multi-entity environment. You will oversee a team of payroll supervisors and specialists and drive compliance with IRS and state rules.

You will shape processes and technology as CDS expands into additional states, ensuring accurate filings and reliable payroll services for thousands of Texans who self-direct care.

Qualifications

  • 2-4 years of employee management and leadership experience.
  • 3-4 years of payroll accounting experience in an aggregate filing environment.
  • Progressive payroll experience with knowledge of federal and state payroll laws, and W-2 reporting.
  • Self-starter who thrives handling a large volume of complex daily payroll activity with minimal supervision.
  • Strong interpersonal and communication skills, comfortable working with healthcare professionals, clients, families, and the public.
  • Strong command of Excel and Word, comfortable with data files (Excel, CSV, TXT).

Responsibilities

  • Manage the preparation and processing of payroll and payroll taxes in accordance with IRS Section 3504 and state unemployment tax rules.
  • Lead a payroll team to peak performance in a high-volume environment, ensuring payroll is completed on time to meet billing and tax filing deadlines.
  • Prepare and/or supervise federal and state filings including Forms 941, 941 Schedule B, 940, W-2, and quarterly SUTA reports.
  • Ensure all payroll tax deposits are balanced and deposited on time; reconcile payroll and tax withholding records, including Social Security and Medicare reporting.
  • Monitor payroll processes for compliance with federal and state regulations and internal policies; respond to federal and state tax notices and keep senior leadership informed.
  • Plan and implement new payroll software and technology, and keep the team trained as systems and regulations change.
  • Serve as liaison with federal and state tax offices, and maintain consolidated payroll and tax data for quarterly cross-company reconciliation.

We’re looking for a Payroll Tax Manager to lead that engine. This is a high-impact leadership role at a pivotal moment: we are investing in the quality and reliability of our payroll product and preparing to expand our services into new states. You’ll shape the processes, the team, and the technology that make that growth possible.

  • Own it end to end - full management responsibility for payroll and payroll tax operations in a high-volume, multi-entity aggregate filing environment (IRS Section 3504 agent).

  • Strong command of Excel and Word, comfort with data files (Excel, CSV, TXT), and the ability to quickly learn agency-specific software.
Preferred Qualifications
  • College degree in a business-related field.
  • Certified Payroll Professional (CPP) designation.
