Responsibilities

  • Prepare amended quarterly federal reconciliation and 941-X forms.
  • Reconcile WV and reciprocal state tax payments per state rules.
  • Prepare W-2s and annual federal processing; file W-2Cs as needed.
  • Prepare CT-1 for State Railroad Retirement taxes.
  • Coordinate with HRM ERP vendor on tax fixes and testing.
  • Maintain system tax tables for federal, WV and reciprocal states.
  • Analyze data to ensure proper tax collection.
  • Coordinate with legal on changes in tax compliance.
  • Train state departments on tax processing requirements.

PAYROLL TAX ACCOUNTING ADMINISTRATOR

WV STATE AUDITOR’S OFFICE-KANAWHA CO.

SALARY: $45,000 TO $50,000, may be commensurate with experience

This is not a remote position.

Candidate will be 5 days per week in the Charleston office.

The Payroll Tax Accounting Administrator is primarily responsible for oversight of the state’s payroll Tax processing, including filing of state payroll taxes. Tasks include but are not limited to reconciling quarterly and annually, filing 941 for the State of West Virginia, state tax filings which include reciprocal states, processing state employee W-2 and W-2C forms and other IRS requirements. Additional oversight includes final approval of departments’ tax documents, end user training and resolving various tax-related issues.

Responsibilities
  • Processing State of WV employees and Consolidated Personnel Retirement Board retiree federal tax payments.
  • Review and process departments’ tax transactions.
  • Work with departments to resolve tax issues.
  • Prepare quarterly 941 filings with Schedule B.
  • Prepare amended quarterly federal reconciliation and files Form 941-X as required.
  • Reconcile and prepare WV as well as reciprocal states’ tax payments in accordance with their specific state requirements.
  • Prepare W-2s for departments’ employees and annual federal processing.
  • Prepare corrections and file Form W-2Cs as required.
  • Prepare annually and file CT-1 for State Railroad Retirement taxes.
  • Work with HRM 4x Administrator and state’s Enterprise Resource Planning (ERP) system vendor as needed to test tax-related fixes and collaborate to resolve issues.
  • Maintain system tax tables for federal, State of WV and reciprocal states.
  • Perform necessary data analysis to ensure proper collection of taxes.
  • Collaborate with in-house counsel regarding any changes in federal and state compliance requirements.
  • Conduct training to state departments regarding tax processing requirements and procedures.
  • Other duties as assigned.
Knowledge, skills, abilities and qualifications

  • Maintain Standard Operating Procedures.
  • Respond timely to Department Questions.
  • Knowledgeability of the Statewide ERP System (HRM and Financial) is preferred.
  • Must be a proficient user of Microsoft Word and Excel Spreadsheets. Microsoft Word users must adapt current State Operating Procedures to meet the tax and system updates by tracking, reviewing and updating documents. Excel spreadsheet ability to filter information from previous data, manage pivot tables and ability to organize data using SUMIF, COUNTIF and VLOOKUP.
  • Manage and analyze reports, create pivot tables and categorize Federal and states tax types.
  • Bachelor’s degree in business management, accounting or equivalent is preferred.
