Job Description

SUMMARY OF DUTIES AND RESPONSIBILITIES:
NYC Health + Hospitals Payroll Practitioner carries out responsibility for payroll-related functions.

General tasks and responsibilities will include the below:

  1. Perform a wide variety of timekeeping and payroll activities.
  2. Compute wage and overtime payments, calculating and updating payroll deductions, processing requests for off-cycle payments, and processing terminal payments.
  3. Review/analyze impact of job data changes on payroll and timekeeping transactions.
  4. Maintain payroll-related records, perform report reconciliations, and prepare reports and payroll-related calculations.
  5. Support wage garnishment processing.
  6. Maintain accurate timekeeping profiles for employees.
  7. Maintain and audit timekeeping data and reports.
  8. Conduct regular analysis of various timekeeping reports to identify patterns, discrepancies and trends related to employee attendance, overtime and accrual usage.
  9. Provide professional and quality customer service to employees through adherence to the department’s scripts, and in compliance with corporate policies and procedures.
  10. Participate in special projects as assigned to support department goals and improve payroll and timekeeping processes.
Minimum Qualifications

1. Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration or a related discipline; and two (2) years of full-time supervisory experience of a payroll and timekeeping operation; or,
2. High school diploma or its educational equivalent, approved by a State’s Department of Education or a recognized accrediting organization; and four (4) years of full-time experience in accounting, payroll and/or timekeeping.

Department Preferences
  • 5+ years of payroll experience.
  • Experience in a large-scale payroll and/or timekeeping operation.
  • Experience with collective bargaining contracts/union environment preferred.
  • Experience with PeopleSoft HCM modules preferred.
  • Knowledgeable in Payroll department operations and proficiency in relevant payroll/timekeeping software and systems.
  • Computer programs/Software operated: PeopleSoft 9.2/ Payroll, Time & Labor, Absence Management, IBM Mainframe, Microsoft Office, Cisco Applications.
  • Strong attention to detail and ability to manage complex records.
  • Excellent problem-solving skills and ability to collaborate effectively with cross-functional teams.
  • Strong skills in Microsoft Applications.
  • Ability to analyze data and draw conclusions to take appropriate actions.
  • Ability to manage different systems simultaneously to execute responsibilities.
  • Strong communication skills.
  • Ability to work under tight deadlines.
