POSITION PURPOSE

The Payroll Manager leads payroll operations for more than 3,000 employees, ensuring accurate, timely, and compliant payroll processing across weekly and biweekly cycles. The position provides operational leadership to the payroll team, maintains effective payroll and timekeeping controls, resolves escalated issues, and partners with Accounting, Human Resources, and program leadership to support reliable payroll delivery.

ESSENTIAL FUNCTIONS AND BASIC DUTIES
  • Lead and develop a growing team of Payroll Specialists responsible for processing payroll for more than 3,000 employees.
  • The Payroll Manager is responsible for interviewing, hiring, and training new staff in the department.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Oversee weekly and biweekly payroll cycles in accordance with contract requirements; ensure each payroll is completed accurately and on schedule; and resolve issues promptly to minimize delayed payments and supplemental payroll runs.
  • mplement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Pay period and monthly reconciliation of all payroll components from payroll ledger to accounting postings and payments, including salaries, benefits, garnishments, taxes, and other deductions.
  • Administer and oversee the organization’s timekeeping and payroll systems, including Workday and ADP, and maintain appropriate system access, controls, workflows, integrations and operating procedures.
  • Oversee payroll taxes to include correspondence with ADP and any additional notices for state locals and monopolistic states for self-filing
  • Provide guidance on SCA guidelines regarding wage determinations and Health and Welfare
  • Have and understanding of California payroll laws in addition to any other state specific guidelines
  • Provide training across company on timekeeping and payroll related policies
  • Work with Human Resources and Program Managers to ensure accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  • Prepare and maintain accurate records and reports of payroll transactions.
  • Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Facilitate internal and external audits by providing records and documentation to auditors.
  • Identify and recommend updates to payroll processing software, systems, and procedures.
  • Performs other duties as assigned.
  • Provide excellent customer service regarding employee questions on their paychecks and other payroll related questions.
  • Must communicate & follow up effectively with teams, management, program managers and contract officers to ensure timesheets are submitted, reviewed and approved accurately and timely.
PERFORMANCE MEASUREMENTS

Performance will be evaluated based on payroll accuracy and on-time completion; timely resolution of employee and stakeholder inquiries; completion of payroll reconciliations, reports, and required filings by established deadlines; audit readiness and remediation of findings; compliance with payroll controls and regulatory requirements; and effective development, cross-training, and supervision of payroll staff.

QUALIFICATIONS

EDUCATION/CERTIFICATION: BA/BS in related field, required.

EXPERIENCE REQUIRED: Minimum of seven years of progressively responsible payroll experience, including at least three years leading a payroll team or function supporting a complex, multi-state workforce.

PAYROLL TECHNOLOGY EXPERIENCE: Hands-on experience administering Workday and ADP payroll and timekeeping solutions, including configuration, reporting, controls, issue resolution, tax filings and system integrations.

MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

REASONING ABILITY: Ability to analyze payroll data, reconcile discrepancies, identify root causes, evaluate control effectiveness, and communicate findings and corrective actions to financial and operational stakeholders.

TECHNOLOGICAL ABILITY: Advanced proficiency in Microsoft Excel and working proficiency in Microsoft Word; demonstrated ability to use payroll and timekeeping systems, including Workday and ADP, to produce reports, analyze exceptions, reconcile payroll data, and support system controls.
