Our client, DAVIS Construction, is seeking a detail-oriented Payroll Compliance Specialist to join its growing Trade Partner Inclusion + Development team. This individual will play a critical role in supporting certified payroll reporting, Davis-Bacon and prevailing wage compliance, workforce development programs, and trade partner compliance efforts across commercial construction projects throughout the Mid-Atlantic.
The Payroll Compliance Specialist serves as a key resource for project teams, trade partners, and clients by helping ensure compliance requirements are understood, communicated, and consistently met while reducing project risk and supporting successful project delivery.
Location
- First 6 months onsite, followed by a hybrid schedule (occasional project site visits to be implemented in 2027)
What You'll Do
- Manage compliance tracking, reporting, and regulatory requirements across active construction projects
- Set up projects, onboard trade partners, and monitor weekly compliance activities through LCP Tracker and other compliance platforms
- Review and audit certified payroll submissions to ensure Davis-Bacon and prevailing wage compliance
- Identify non-compliance issues, communicate corrective actions, and maintain detailed project records
- Manage approximately 8-10 active projects simultaneously while ensuring timely payroll collection, compliance reporting, and issue resolution.
- Coordinate with trade partners, clients, project teams, and legal counsel regarding compliance requirements and reporting obligations
- Build relationships with trade partner payroll contacts and manage compliance communications, payroll collection efforts, and deficiency resolution.
- Generate periodic compliance reports, workforce development reports, and participation tracking documentation
- Review owner contract requirements and determine applicable workforce development, wage assurance, and participation obligations
- Lead Compliance Kickoff Meetings and assist project teams with understanding compliance requirements
- Develop and deliver education and training programs related to wage compliance, workforce development, and trade partner obligations
- Mentor trade partners and internal teams on compliance processes, reporting requirements, and industry regulations
- Serve as a subject matter resource on Davis-Bacon, prevailing wage, certified payroll, and workforce participation requirements
What You Bring
- Bachelor's degree or equivalent combination of education and experience
- Experience with compliance tracking, payroll auditing, certified payroll, regulatory reporting, or workforce compliance
- Confidence and professionalism in holding trade partners accountable for compliance obligations and corrective actions
- Ability to manage multiple projects simultaneously and operate independently with minimal day-to-day oversight.
- Knowledge of Davis-Bacon, prevailing wage, certified payroll, and construction compliance requirements
- Experience utilizing compliance management software such as LCP Tracker or similar platforms
- Strong proficiency with Excel and reporting tools
- Ability to analyze data, identify discrepancies, and implement corrective actions
- Excellent communication, relationship-building, and stakeholder management skills
- Ability to educate, influence, and effectively manage challenging compliance situations
- Experience working with trade partners, subcontractors, regulatory agencies, project teams, or clients
- Construction industry experience is preferred; however, candidates with backgrounds in certified payroll administration, government contract compliance, workforce development, labor compliance, prevailing wage programs, Inflation Reduction Act (IRA) compliance, or related regulatory functions are encouraged to apply.

Salary Range
Compensation will be determined based on experience, compliance expertise, certified payroll experience, Davis-Bacon knowledge, and overall qualifications.
