Job summary

BEI Construction in Alameda, CA is seeking a detail-oriented Payroll Compliance Specialist to support weekly payroll processing for its union workforce and ensure compliance with collective bargaining agreements and wage-hour laws.

Reporting to the Controller, you will manage union reporting, certified payroll, audits, and related records, while collaborating with payroll, accounting, operations, and union representatives to improve processes and accuracy.

Qualifications

• Minimum of 3 years of payroll processing experience, including union or certified payroll.
• Knowledge of wage-hour laws and payroll reporting requirements.
• Experience with California or multi-state payroll is preferred.
• Attention to detail, confidentiality, and follow-through.
• ProContractor by Viewpoint and/or Miter software experience is preferred.

Responsibilities

• Prepare and submit union payroll reports and remittances by deadlines.
• Maintain union wage rates, deductions, and fringe benefit calculations.
• Support union audits by compiling records and reconciling discrepancies.
• Run payroll reports, resolve discrepancies, and respond to payroll questions while ensuring compliance with CBAs and wage laws.
• Research and resolve complex union payroll discrepancies with Payroll, Accounting, Operations, and union reps.
• Maintain audit-ready payroll records and compliance documentation.
• Prepare and submit certified payroll reports for public works in compliance with prevailing wage rules.
• Review, verify, and process weekly timecards and payroll (regular, off-cycle, termination).
• Process and maintain employee payroll data including new-hire setup, changes, and deductions.

Job description

BEI Construction is seeking a detail-oriented Payroll Compliance Specialist to support weekly payroll processing and ensure payroll compliance for its union workforce. Reporting to the Controller, this position supports weekly payroll processing and manages union reporting, certified payroll requirements, audit support, and compliance with collective bargaining agreements and applicable wage and hour laws. This role is based at BEI’s corporate headquarters in Alameda, CA.

Responsibilities

• Prepare and submit accurate union payroll reports, benefit contribution reports, and remittances by required deadlines.
• Maintain union wage rates, deductions, fringe benefit calculations, and related payroll configurations to support accurate payroll processing and reporting.
• Support union audits by compiling requested records, reconciling discrepancies, and responding to information requests.
• Review payroll and labor data, run payroll reports, resolve discrepancies, and respond to payroll-related questions and helpdesk tickets while ensuring compliance with collective bargaining agreements, prevailing wage requirements, and company procedures.
• Research and resolve complex union payroll discrepancies in collaboration with Payroll, Accounting, Operations, union representatives, and other relevant stakeholders.
• Maintain accurate, audit-ready payroll records, employee payroll files, personnel documentation, and compliance records, and identify opportunities to improve payroll compliance processes.
• Prepare and submit accurate certified payroll reports for public works projects in compliance with prevailing wage, apprenticeship, skilled and trained workforce, and related labor requirements.
• Review, verify, and process weekly employee timecards and payroll, including regular, off-cycle, and termination payrolls, ensuring accuracy and timely completion.
• Process and maintain employee payroll information, including new-hire setup, employee changes, wage adjustments, verification-of-employment requests, 401(k) elections, garnishments, taxes, and union-related data.
• Perform additional duties as assigned.

Qualifications

• Minimum of 3 years of payroll processing experience required; construction, union, certified payroll, or prevailing wage experience strongly preferred.
• Working knowledge of collective bargaining agreements, union deductions, fringe benefits, wage rates, and payroll audits.

• Working knowledge of wage and hour laws, payroll compliance, recordkeeping, and payroll reporting requirements.
• Experience with California payroll and/or multi-state payroll preferred.
• Strong attention to detail, organization, confidentiality, and follow-through.
• Ability to communicate professionally and resolve payroll questions in a timely manner.
• Proficiency with payroll systems, Microsoft Office, and accurate data entry. ProContractor by Viewpoint and/or Miter software experience is preferred.

Compensation

$38 to $46 per hour.
