Responsibilities

  • Process payroll for all school department personnel, including changes and updates.
  • Create bi-weekly pay reports for departments and grant managers.
  • Assist in annual budget process and state financial reporting.
  • Analyze payroll scenarios for bargaining negotiations.
  • Onboard employees including benefit enrollment.
  • Enter and edit employee information in Harpers and other platforms.
  • Adjust salary schedules per contractual obligations.
  • Respond to employee payroll questions.
  • Administer retirement contributions and yearly retirement reports.
  • Handle workers' compensation payments and unemployment status.
  • Provide payroll information to the town and assist with related obligations.
  • Maintain attendance software and assist with HR and AP tasks as needed.

Payroll and Benefits Specialist

Position Purpose: The Payroll and Benefits Specialist accurately and timely processes all payroll functions of the school district while maintaining confidentiality and discretion in all interactions with staff and the public to ensure the security of sensitive district information.

Required:

  • Payroll experience
  • Associates Degree in Finance or Accounting
  • Two years of progressively responsible experience in business administration
  • Thorough knowledge of the functions and processes of payroll and retirement administration.
  • Citizenship, residency or work visa required
  • MA DESE Certified Acceptable CORI, SORI, DCF, and fingerprint report as determined by the Superintendent

Preferred:

  • Experience with Harpers Payroll Forward

Position Type and Compensation: Full-time

Compensation: $27.54 - $41.37 per hour

Essential Functions
  • Process payroll for all school department personnel, generating changes and updates for both contracted and non-contracted employees, correcting/adjusting benefits and deductions as needed and appropriate
  • Create bi-weekly pay reports for departments and grant managers
  • Provide payroll analysis as part of the Annual Budget Process and assist in the preparation of the Annual State Financial Report
  • Provide analyses of multiple payroll scenarios for purposes of evaluating proposals during collective bargaining negotiations
  • Assists in employee onboarding including benefit enrollment
  • Enter and edit all new and existing employee information into all applicable platforms (Harpers, etc)
  • Calculate and implement all adjustments to salary schedules as dictated by contractual obligations
  • Answer all employee questions in regards to payroll
  • Retirement Administration – enrolling ALL employees in the appropriate retirement board. Administers separation of service as needed. Create monthly retirement reports and send payments to various retirement plans, union organizations, and employee benefit institutions. Complete Employer portion of retirement paperwork for anticipated retirees.
  • Workers Compensation payments
  • Provide information to Town on payroll and employment status regarding unemployment claims
  • Verifications of Employment
  • Human Resources and Accounts Payable responsibilities on an as needed basis
  • Administers and manages staff attendance software
  • Any other responsibilities as assigned by the Business Manager
Ability

Ability to establish and maintain working relationships with organizations, departments and officials. Ability of leadership, independent judgment, initiative and decision making. Ability to plan, implement, and evaluate effective services. Ability to communicate effectively. Ability to operate standard office equipment.

Skill

Excellent planning and organizational skills. Excellent written and verbal communication skills. Highly proficient in the use of Microsoft Office particularly Excel. Payroll software proficiency, the ideal candidate would have Harpers Payroll Forward experience. Interpersonal and problem-solving skills.

Job Requirements
  • Physical Requirements:

    The position requires a moderate amount of walking, standing, sitting and climbing stairs and step stool whenever necessary. Activities also include moderate physical exertion in body movement such as reaching, bending, twisting, grasping, pushing, and pulling of objects. The position requires lifting objects of 20 pounds on a frequent basis, and over 20 pounds occasionally. There is a frequent requirement of fine manipulation associated with the required use of a computer, typewriter, keyboard, calculator, and other business machines.
