Payroll Admin and HRIS Analyst

Job Summary

Responsible for supporting Human Resources and Payroll applications while ensuring the integrity, accuracy, security, and confidentiality of employee and payroll data. This role oversees Vendor Management, Project Analysis, Vendor Application Configuration, Testing, Security Management, Data Integrity and Maintenance, Process Improvement. Serving as the Payroll Subject Matter Expert, the position provides technical and analytical expertise in the development, customization, and support of reports, while partnering with vendors and internal stakeholders to optimize system performance, enhance operational efficiency, and support business objectives.

Key Responsibilities

Payroll Administrator Essential Duties

  • Assist in maintaining Payroll Standard Operating Procedures (SOPs) and ensure payroll-related processes and documentation remain current and compliant with applicable policies, regulations, and statutory requirements.
  • Support payroll vendor administration, account management, and ongoing vendor relationship activities.
  • Identify and implement process improvements to enhance efficiency, accuracy, and compliance within payroll operations; research and apply wage and hour laws to ensure adherence to applicable regulations.
  • Participate in internal and external audits and assist with audit preparedness, documentation, and remediation efforts.
  • Troubleshoot and resolve payroll processing, timekeeping, and labor-related issues in a timely manner.
  • Assists in the month-end, quarter-end and year-end payroll reporting, reconciliation, and closing activities.
  • Maintain the integrity, accuracy, and security of HRIS data through ongoing audits, validation processes, and proactive monitoring; identify and report data discrepancies and improvement opportunities to management.
  • Administer and manage security roles and access controls, including the completion of quarterly access review and audits
  • Develop and deliver ad hoc reports, dashboards, and workforce analytics to support business and management decision-making, including administration of the ADP Analytics platform
  • Create, maintain, and update HRIS procedures, workflows, and system documentation.
  • Partner with vendors, developers, and internal stakeholders to implement, maintain, and enhance system integrations with outsourced service providers.
  • Collaborate with Human Resources and Payroll teams to evaluate business processes, recommend solutions, and implement automation and process improvements that increase operational efficiency and reduce manual effort.
  • Maintain the Human Resources intranet site, ensuring content is accurate, current, and aligned with organizational standards.
  • Ensure compliance with information security protocols, Sarbanes-Oxley (SOX) requirements, and organizational risk management standards. Responsible for annual review, compliance and reporting of HR vendor controls to ensure vendor systems meet the Farmers and Merchants Risk Management requirements.
  • Coordinate and support large-scale HR systems initiatives, projects, and implementations.
  • Serve as the primary liaison between business users, system administrators, vendors, and technical support teams to resolve issues and support ongoing system functionality and enhancements.
Compliance Responsibilities

Complies with all applicable state and federal banking laws, regulations, and internal policies related but not limited to lending, operations, and deposit requirements, including Bank Secrecy Act (BSA), Anti-Money Laundering (AML) requirements, Office of Foreign Assets Control (OFAC) regulations, Customer Identification Program (CIP) requirements, Financial Elder Abuse reporting laws, Sexual Harassment prevention policies, information security and privacy requirements.

Required Knowledge
  • Proficiency in ADP Workforce Now, including payroll processing, HRIS administration, reporting, security management, and system configuration.
  • Comprehensive knowledge of federal, state, and local wage and hour laws, payroll regulations, and compliance requirements.
  • Advanced proficiency in Microsoft Excel, including the use of VLOOKUP/XLOOKUP functions, PivotTables, data analysis tools, and report development.
Knowledge, Skills and Abilities
  • Strong attention to detail with the ability to prioritize workload, and consistently meet deadlines with minimal supervision.
  • Knowledge of project management principles, methodologies, and best practices, with the ability to coordinate and support cross-functional initiatives.
  • Extensive experience developing, maintaining, and updating process documentation, procedures, and standard operating guidelines.
  • Ability to manage project timelines, communicate risks or delays proactively, and effectively clarify and resolve ambiguous requirements.

  • Working knowledge of employee benefits administration, compensation programs, and the impact of benefit deductions on payroll processing is preferred.

Education and Experience

  • Minimum of five (5) years of payroll, accounting, finance, or related experience required; experience supporting multi‑state payroll environments preferred.
  • Strong understanding of payroll accounting principles, including payroll accruals, reconciliations, and the relationship between payroll expenses and the general ledger.
  • Advanced proficiency in Microsoft Excel, including PivotTables, VLOOKUP/XLOOKUP functions, conditional formulas, data validation, and complex spreadsheet analysis.
  • Experience utilizing ADP products, particularly ADP Workforce Now, is preferred.
  • Basic knowledge of SQL preferred but not required.
  • Fundamental Payroll Certification (FPC) and/or Certified Payroll Professional (CPP) designation preferred.
Minimum Absence Requirement

Some positions within the Bank have been designated as sensitive positions due to access to critical systems, records, or processes. In accordance with Bank policy and sound internal‑control practices, employees in sensitive positions are required to complete a mandatory consecutive absence from essential duties each calendar year to support segregation of duties and independent review.

The required absence will be scheduled in coordination with management to ensure continuity of operations. Administration of absence, including paid or unpaid status, will comply with all applicable federal, state, and local wage and hour and leave laws, including California requirements.

Required Minimum Absence for This Position: One (1) Consecutive Week

For qualified positions, the Bank may designate an Officer Title based on the role’s job level, scope of responsibility, and alignment with established competency frameworks. Eligibility for an Officer Title designation is contingent upon the employee meeting defined competency, performance, and experience requirements and is governed by applicable Bank policies, governance standards, and required approval processes.

The listed range represents the full compensation range for this position. Placement within the range will be determined based on factors including skills, relevant experience, job‑related qualifications, geographic location, and internal equity, in accordance with Bank compensation policies.

  • Non‑Exempt Hourly Rate: $34.50 – $55.50 per hour
