Job description

Manages multi-component projects from conception through procurement of design, design & permitting, procurement of construction, and construction. Projects may range in size from small to large, with budgets above $10 million. Supervises a team of project managers and inspectors responsible for delivery of capital and O&M projects, as well as review and inspections of developer projects. Serves as program manager for the County’s comprehensive roadway paving/repaving program. Performs condition surveys and evaluates roadway systems for serviceability and maintainability. Develops prioritized, multi-year capital improvement plans for repaving of County roads. Provides oversight and direction for the Engineering Division’s portion of the County’s Geographical Information System (GIS).

  • Directs the work of professional and technical subordinate staff by scheduling, assigning and reviewing work, providing training and counseling, and evaluating performance.
  • Manages all construction related activities. Works with DPW inspectors to assign work to construction related staff.
  • Manages project management level field inspections and site evaluations.
  • Assists in reviewing the design of projects including master planning and the preparation and/or review of plans, specifications, estimates, and contracts for Public Works projects.
  • Manages and is responsible for all phases of complex Public Works projects.
  • Develops staffing requirements and budgets.
  • Interviews, selects, and negotiates contracts and work orders with consulting engineers.
  • Establishes design and construction budgets and monitors expenditures for conformance.
  • Develops and works with engineering consultants to develop construction bid documents and technical specifications.
  • Develops project management methodologies and project management tools to enhance project delivery effectiveness.
  • Performs project management work by providing direction, planning, and leadership to implement complex multi-component projects.
  • Interacts with government branches and regulatory agencies, as required, to ensure that projects comply with all applicable legal and regulatory requirements.
  • Defines project goals, quality standards, and timelines.
  • Provides oversight for projects managed by team members.
  • May serve on a variety of committees, task forces, and teams as the departmental and/or county representative.
  • Serves as the program manager for maintenance and construction of the County roadway network.
  • Serves as primary project manager and subject matter expert for complex, highly technical pavement projects.
  • Oversees the collection of data on pavement conditions of the County’s roadway network.
  • Formulates and implements long and short-range plans relating to the repair and maintenance of paved and unpaved roads within Hernando County.
  • Prepares and reviews plans using Computer Aided Design (CAD) and Geographical Information System (GIS) software.
  • Possesses and demonstrates proficiency in CAD and GIS software to produce plans, sketches, maps, charts, and graphics.
  • Evaluates road conditions and makes recommendations on maintenance and/or construction alternatives.
  • Develops and implements a comprehensive pavement management program for the County maintained roads.
  • Resolves customer issues and/or complaints by telephone or in person.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description.Minimum Qualifications
  • Associate’s Degree in Engineering, Construction Management, Business, or a related field. Bachelor’s degree in engineering, Construction Management, Business, or related field, preferred.
  • Five (5) years of experience working in Public Works Project Management, Construction Management, or Engineering Design and a minimum three(3) years of supervisory experience.
A combination of education, training and experience may be substituted at the County’s discretion.

Licenses, Certifications, or Registrations
  • Must possess and maintain a valid Florida driver’s license and be insurable by the County’s current insurance carrier.
  • Must possess or be able to obtain within six (6) months of employment, certification in NIMS/Incident Command Courses IS100PWb, IS200, IS700 and IS800.
Required Competencies
  • Ability to supervise professional and technical staff, perform reviews, and delegate work.
  • Ability to perform difficult negotiations with contractors and consultants.
  • Ability to maintain assertion and diplomacy with confrontational people.
  • Ability to communicate effectively and tactfully both orally and in writing.
  • Ability to prepare and understand complex design and procurement documents.
  • Skilled in the use of standard office computer programs and operating systems.
  • Knowledge of AutoCAD software.
  • Knowledge of ArcGIS software.
Physical Demands
  • Use of fingers, use of both hands, good near vision and depth perception. Good hearing, climbing, walking, standing, and driving. Ability to communicate vocally and in writing. Constantly uses vision to perform duties.

Environmental Conditions
  • Constant: Works inside and outside, alone, or closely with others. Job functions are usually performed within a regular 40-hour work week; however, due to public health and safety requirements for 24 hour / 7 days per week, construction related employees are subject to night and weekend emergency call-outs. Some night and weekend meetings are required with occasional in-state travel and overnight stays rarely exceeding a maximum of three (3) days.

Pay Grade: 12
