The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.
SPECIALEMPLOYMENTINFORMATION:
This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 32 hours per week, Monday through Thursday, with some flexibility with days and hours.
Hourly Rate: $35.07 to $46.52 (Placement in range depends on experience and qualifications)
EXAMPLES OF DUTIES
- Providecustomerservicebyrespondingtogeneralpublic,developer,andagencyinquiriesbyphoneandatthe counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or theirrepresentatives to resolve questions regarding permit issuance and permit fees.
- Mayreviewbuilding,trafficcontrolorengineeringplansandspecificationsforcompletenessandconformanceto application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing;routeplanstoappropriatedepartmentsforreviewandsignoff;trackplansandensuretimelyreturns; prepareandtrackplanpacketsforplancheckbyoutsidecontractservices;andcompilesplancheckcomments.
- Calculate,collectandrecordpermitapplicationandplancheckfees;coordinatefeecollectionwithstaff;issue building,grading,encroachment,andoverthecounterpermitsfordevelopmentprojects;andcoordinatebond releases with finance staff and contractors.
- Coordinatewithoutsideagenciestoensureallnecessaryapprovalsacquiredbeforeissuingpermits.
- Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
- Assistinschedulingdailybuildingorengineeringinspections;monitorDivisioninspectionphoneline;and coordinate utility releases with building inspectors and utility company.
- Maintaindepartmentrecords,fileandotherreferencematerials;compileanddisseminatedataregardingpermit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
- Establish positive working relationships with building contractors, developers, engineers, representatives of communityorganizations,state/localagencies,associations,Citymanagementandstaff,andthegeneralpublic.

Selection:
The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application and supplemental questionnaire responses. A written test may be administered. To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member on the oral board interview.
