Qualifications

  • Two or more years of increasingly responsible experience in human resources, personnel administration, benefits administration, recruitment, or related field preferred.
  • Experience in a public agency, special district, local government, or similarly regulated organization desirable.

Title: Human Resources Specialist
Reports to: Superintendent
Position Type: Part-Time 20-25 hours/week
Hourly Wage: $28.08 - $34.49 per hour

Position Purpose

The Human Resources Specialist supports the administration and delivery of the District's human resources programs and services. This position performs a variety of professional and administrative duties related to recruitment and hiring, onboarding, employee records, benefits administration, leave management, workers' compensation, employee relations, and policy implementation.

The Human Resources Specialist serves as a resource for employees and supervisors by providing guidance on human resources policies, procedures, and practices while maintaining a high level of confidentiality, professionalism, and customer service.

Essential Responsibilities
Onboarding/Offboarding
  • Coordinate and assist with the recruitment and selection process for regular, part-time, seasonal, and temporary employees.
  • Assist with the development and maintenance of job descriptions and organizational records.
  • Prepare and post job announcements and coordinate recruitment advertising.
  • Receive and review employment applications and assist with applicant screening.
  • Conduct background checks, prepare employment offers, new hire paperwork, and other hiring documentation.
  • Conduct new employee paperwork, including compiling materials, forms, and complete training records through the Safe Personnel platform.
  • Create and print last-day-of-work checks.
  • Prepare employment-related correspondence, forms, reports, and documentation.
  • Works with applicable supervisors while onboarding/offboarding.
Employee Records
  • Process personnel actions, including new hires, transfers, promotions, wage changes, leaves of absence, and separations.
  • Maintain HR databases and ensure employee information is accurate and up to date.
  • Maintain comprehensive employee records and ensure compliance with all federal and state guidelines.
  • Process and document employee incident reports, 801 forms, and claims.
  • Maintain accurate and confidential personnel files and human resources records.
  • Prepare reports, spreadsheets, correspondence, and presentations as requested.
  • Participate in HR-related projects and organizational initiatives.
Employee Benefits
  • Communicate with the district’s health insurance providers regarding employee health insurance.
  • Coordinate benefits enrollment, changes, and annual open enrollment activities.
  • Assist employees with questions regarding health insurance, retirement plans, paid leave, and other employee benefits.
  • Coordination of trainings for employees regarding health benefit information.
  • Administer and track employee leaves, including Family and Medical Leave, Oregon Family Leave, and other applicable leave programs.
Employee Relations
  • Assist with employee relations matters and workplace concerns.
  • Gather information and documentation related to employee complaints, investigations, disciplinary matters, and performance concerns.
  • Escalate complex or sensitive employment matters to the appropriate supervisor, management staff, legal counsel, or other resources.
  • Assist with the implementation, communication, and maintenance of personnel policies and procedures.
Communication
  • Perform various clerical duties, including formulating and expediting correspondence related to district business.
  • Provide excellent customer service with regard to employee relations.
  • Provide accurate and professional information to the public via phone, email, and in-person inquiries.
Skills and Abilities
  • Excellent interpersonal and communication skills with supervisors, staff, and the public.
  • Strong practical judgment and problem-solving skills; able to adapt to a fast-paced environment.
  • Extensive knowledge of office software programs.
  • Familiarity with employment laws.
  • Ability to efficiently prepare administrative records.
  • Ability to manage multiple projects, meet deadlines, and maintain confidentiality.
  • Ability to take initiative, work independently with minimal supervision, and demonstrate a self-starter approach to completing assigned duties and responsibilities.
Working Conditions

Work is primarily performed in an office setting. Some evening and weekend work may be required. Ability to safely lift and carry up to 20 pounds occasionally. The employee may occasionally be required to attend meetings, trainings, or District events at various locations. While performing the duties of this position, the employee is sometimes required to sit, stand, bend, kneel, stoop, reach, and manipulate objects.

Preferred Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a closely related field.
  • A combination of education, training, and progressively responsible experience in human resources may be considered in lieu of a degree.
  • Two or more years of increasingly responsible experience in human resources, personnel administration, benefits administration, recruitment, or a related field is preferred.
  • Experience working in a public agency, special district, local government, or similarly regulated organization is desirable.
