A leading county in Wisconsin is seeking a skilled Bookkeeper to manage financial records and transactions for the court system. The role requires expertise in accounting practices, effective communication, and the ability to handle complex financial data. The ideal candidate will possess an Associate degree in accounting and extensive bookkeeping experience, ensuring accurate financial reporting and compliance with court procedures.
Performs responsible bookkeeping and clerical duties of a specialized nature involving maintaining records and processing documents related to financial transactions using automated bookkeeping computer software.
Acquires specialized knowledge of the department in which employed.
Performs complex bookkeeping and accounting functions, either manually or on bookkeeping software.
Verifies accuracy, tabulates records, and balances invoices, checks, vouchers, orders, receipts, and other financial materials to maintain accounts payable and accounts receivable for the court system. Processes invoices into LOGOS.
Receives and accounts for monies handled; balances and makes daily deposits. Analyzes, verifies, and balances month-end reports for the Clerk of Courts and Register of Probate. Prepares quarterly reports for interpreter reimbursement to the State of Wisconsin and bills accounts.
Reviews and interprets court judgments, orders, and financial data required for maintaining financial records and incorporating them into the computerized system.
Monitors all Clerk of Courts trust accounts, including general trust, attorney fee trust, GAL trust, traffic, criminal trust, and bond accounts.
Provides in-depth knowledge of terminology, forms, and procedures used in family, civil, and criminal legal proceedings.
Possesses the ability to answer inquiries and complaints effectively and maintain composure in stressful situations. Acts as a liaison with various departments, including Administration, Sheriff's Department, District Attorney, Family Court, Circuit Courts, private attorneys, Department of Corrections, and Register in Probate.
Strategizes with the Clerk of Courts and Financial Operations Manager regarding cost-cutting and office efficiencies.
Evaluates and implements new collection procedures regarding Guardian ad Litem receivables and other receivables owed to the Clerk of Courts office. Provides knowledge and expertise to the Clerk of Courts, Circuit Court Judges, and Court Commissioners regarding GAL issues and updates of Court Rule 800.
Interviews defendants/debtors to determine financial status and implements payment plan procedures per the directive of the Clerk of Courts.
Compiles, analyzes, and presents statistical reports to the Clerk of Courts and Circuit Courts.
Makes complex mathematical calculations.
Receives and processes court orders for GAL and Court Appointed attorneys from the e-file system, including billing statements for payment.
Reviews and analyzes all e-filing adjustments and cash debit accounts, taking necessary steps for refunds or adjustments.
Follows complex oral and written instructions in performing duties.

Education and Experience:
Two-year Associate degree in accounting, plus five years of responsible bookkeeping experience; or any equivalent combination of education, training, and experience providing the necessary knowledge, skills, and abilities.
Advanced knowledge of court practices, terminology, forms, and procedures.
Knowledge of bookkeeping and basic accounting practices and procedural methods pertinent to the department.
Working knowledge of techniques used in account reconciliation.
Advanced knowledge of court financial systems and supporting software: CCAP Financials, Microsoft Excel, and Word.
Skill in using computers for maintaining financial data and customer information, or similar office activities.
Skill in using a ten-key calculator.
Ability to assess situations accurately and take prompt, effective action.
Ability to understand bonds, fines, fees, costs, and restitution structures for court cases and explain them to the public, other departments, and government agencies.
Ability to comprehend, interpret, apply, and explain office procedures.
Ability to prepare reports and correspondence related to work assignments.
Ability to perform fairly complex mathematical calculations.
Ability to learn and apply specialized knowledge and skills of the department.
Ability to accept responsibility and exercise independent judgment.
Ability to establish and maintain effective working relationships with staff and the public.
