Positions in the Parole Officer series perform professional work in the rehabilitation, monitoring, and control of adult inmates who have served time in prison and are to be released as parolees, and parolees who have already been released back into the community under the continued custody of the State and under conditions that permit reincarceration in the event parole requirements are violated.

Level II is the advanced trainee level in the series. Positions in this class continue to receive training in the principles, methods, and techniques of parole officer work, but also perform a greater variety of tasks which involve increased work involvement with inmates, parolees, potential employers, families, and other agency personnel primarily to obtain/substantiate information regarding housing, employment, treatment plans, etc. Such work is initially conducted under close supervision, which becomes more relaxed as the worker progresses on the job.

To qualify, you must meet all of the following requirements:

• Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


• Basic Education: Bachelor's degree from an accredited four-year college or university which included a minimum of twelve semester credit hours in behavioral sciences such as psychology, sociology, social work, counseling, criminal justice, etc.


• General Experience: Six (6) months of progressively responsible professional work experience which involved the performance of counseling or other similar work designed to help individuals, couples, families, and groups learn how to solve problems and make decisions about a variety of personal, social, behavioral, educational, and other concerns.


• Ability to establish and maintain a client/counselor type of relationship: The experience must have demonstrated the ability to establish and maintain a client/counselor type of relationship which involved tasks such as interviewing people to obtain and analyze information; describing facts and events accurately; logically analyzing and identifying needs; helping people understand the nature of their problems, and consequences of actions; presenting and/or guiding people toward changing/retaining certain behaviors; applying laws, rules, regulations, policies and procedures; preparing a variety of reports; and interacting appropriately and communicating with a variety of persons.

• Driver's License: Applicants must possess a valid driver's license at the time of appointment.


• Other Requirements: All applicants who are conditionally offered employment or conditionally approved for movement into these positions shall be subject to drug screening, as required by Federal, State or local laws, or departmental policy; and will be subject to an intensive background check. Drug testing must be paid for by the applicant.


• Prison Rape Elimination Act (PREA) Requirement: As required by the Prison Rape Elimination Act of 2003 (PREA), Federal law states that "…an agency shall not hire or promote anyone who may have contact with inmates and who:
  
  
  
  1. Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.
  
  
  2. Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse.
  
  
  3. Has been civilly or administratively adjudicated to have engaged the activity described in #2 above.
