Job description

Supervises and schedules the daily operations of a Parks and Recreation Department Operations and Maintenance (O&M) Team; assures that work is performed in accordance with all quality standards, safety regulations and procedures.

  • Supervises the daily work activities of the parks and trails maintenance team; prioritizes and assigns staff, vehicles and equipment; performs duties within scope of authority and training; duties may vary according to job assignment.
  • Coordinates and supervises the maintenance of grounds, buildings and facilities in City parks, playgrounds, sports venues and other municipal properties for the Parks and Recreation Department.
  • Reviews the work of staff to assure the work quality and timely accomplishment of assigned duties and responsibilities; trains staff and evaluates performance; meets with staff to review and discuss projects and work assignments.
  • Coordinates the maintenance of City buildings with the Facility Services Department, operations and special projects; prioritizes tasks, identifies problem areas and recommends solutions; orders and stages materials and equipment.
  • Monitors work sites to assure that safety rules and regulations are adhered to, and that the work zone and all equipment are in safe operating condition.
  • Trains work crew in O&M procedures, techniques and safety standards; trains crew in the use and maintenance of equipment and tools; works with staff to correct performance deficiencies.
  • Monitors work methods and procedures, allocates resources, and assures that work activities are in compliance with City policies and quality standards.
  • Supervises the maintenance and repair of vehicles, equipment, buildings and facilities; reports and resolves problems requiring additional maintenance and repair.
  • Performs administrative activities including scheduling, payroll reporting, and activity reports.
  • Maintains inventories of materials, equipment and tools; purchases supplies as authorized.
  • Responds to questions from residents and provides information and customer service; responds to emergencies and coordinates work activities as needed.
  • Assists with the set up, breakdown, and monitoring of events at all parks and recreation facilities as needed.
  • Creates and manages all work orders using CityWorks software and performs quality control of completed work orders.
  • Supervises all playground safety inspections and oversees necessary repairs.
  • Supervises the cross-training of work crews in O&M work methods and safety procedures.
  • Performs other related duties as assigned or required.

Education and Experience:

High School Diploma or GED equivalent, and four years experience in parks or building maintenance programs, including some supervisory or lead worker experience, preferably with the City of Longview; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

  • Must possess a valid Texas Driver’s License.
  • National Institute of Playground Safety Inspectors (NIPSI) certification may be required of Parks Supervisors; additional specific technical skills training and certifications may be required.

Work is performed partially in an office environment and outdoors in all weather conditions, with exposure to hazardous equipment; requires constant physical efforts, and ability to lift and move items weighing up to fifty (50) pounds.
