Job description

Under the general supervision of the Parks & Recreation Superintendent, the Parks Maintenance Supervisor is responsible for establishing work programs and supervising the work activities of the parks maintenance personnel for the assigned areas and parks facilities, and assisting the Street Department as needed.Core Duties and Responsibilities
The following duties are the primary duties of this position, but do not compose an exclusive or all-encompassing list of duties. Other duties may be assigned or required to accomplish the main goals of this position.

  • Plans, organizes, prioritizes, implements, and evaluates the maintenance of park grounds, facilities, and trails, including ball diamonds, swimming, bike track, disc golf course, and facilities.
  • Assists with the hiring, training, supervision, evaluation, and termination of seasonal parks employees.
  • Assists Street Department as directed by the Director of Public Works.
  • Performs snow removal on sidewalks and streets during the winter months.
  • Assists with the coordination and implementation of all safety-related issues and guidelines to seasonal employees as related to parks maintenance operations.
  • Coordinates volunteer groups during parks maintenance projects.
  • Conducts safety inspections of parks equipment.
  • Responsible for adhering to the adopted Turf Management Plan.
  • Provides assistance and supervision of seasonal parks staff. Provides supervision for volunteer groups. Evaluates work methods, makes recommendations and implements new procedures to increase efficiency.
  • Provides field oversight and assistance for parks facility repair and construction projects. Serves as main contact person for contract crews and oversees project plans.
  • Assists in the preparation of annual parks maintenance budget.
  • Performs routine minor equipment and vehicle maintenance.
  • Assists with the purchasing of parks maintenance supplies and assists the Director of Parks & Recreation in purchasing of parks equipment.
  • Develops cost estimates for maintenance and construction projects.
  • Assists with park development and maintenance planning.
  • Operates a variety of machines such as 34,000 G.V.W. dump trucks, bucket truck, end loaders, sweepers, motor grader, backhoe, skid steer, jack hammers, vibrating roller, various mowers, tractors, stump grinder, chainsaw, brush chipper, snow removal equipment, (i.e. plow truck with wing and sander, heavy duty snow blower), truck mounted leaf vacuum, and other equipment as needed.
Additional Duties and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members:
  • Prepares ball diamonds for summer and picks up litter daily.
  • Performs other related functions as assigned or required.

Education and Experience
  • Bachelor's or Associate's degree in Parks and Recreation Management, Parks Facility Management, or a related field from an accredited college.
AND
  • Experience: Five (5) years of increasingly responsible paid experience in parks facility maintenance, park maintenance, or a related field, with three (3) of the five years in increasing responsibility in management of park and recreation facility maintenance and development in a supervisory or lead capacity.
OR
  • Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities required of the position.
  • Experience with parks machine operation, light carpentry, electrical, plumbing, and landscaping
  • Knowledge of the principles of employee supervision, counseling, motivation, and disciplinary action.

Conditions of Employment
  • Must pass a background check, driver’s license check, pre-employment physical, and drug screen.
  • Valid operator’s license and Commercial Driver’s license class B required within 12 months of hire.
Supervisory Skills
  • Strong leadership skills.
  • Ability to assign, train, supervise, and review the work of parks maintenance staff.
Language Skills
  • Ability to process, calculate, compute, summate, and/or tabulate data and/or information. Includes the ability to perform subsequent action in relation to these computational operations.
  • Requires the ability to explain, demonstrate, and clarify to others within well-established policies, procedures, and standards. Ability to follow specific instructions and respond to simple requests from others.
  • Requires the ability to utilize a wide variety of reference and descriptive data and information such as regulations, blueprints, schedules, reservations, MSDS, payroll time sheets, work orders, safety handbook, correspondence, and general operating manuals.
  • Ability to communicate effectively with the director, all department personnel, other City departments, students, volunteers, citizens and the public.
Mathematical Skills
  • Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.
Judgment and Situational Reasoning Ability
  • Ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
Physical and Mental Abilities Required to Perform Essential Position Functions
  • Ability to operate equipment and machinery such as trucks and equipment, mowers, end loaders, tools, and survey equipment, requiring monitoring multiple conditions and making multiple, complex, and rapid adjustments. Ability to repair complex equipment and machinery.
  • Ability to coordinate eyes, hands, feet, and limbs in performing movements requiring skill and training, such as maintaining equipment.
  • Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and lifting, carrying, pushing, and pulling moderately heavy objects and materials, twenty to fifty pounds.
  • Ability to recognize and identify similarities or differences between characteristics of colors, shapes, and sounds associated with job-related objects, materials, and tasks.
Environmental Adaptability
  • Ability to work under conditions that require exposure to environmental factors such as temperature and noise extremes, toxic agents or machinery. This exposure may cause some discomfort and presents a risk of injury.
CERTIFICATES, LICENSES, REGISTRATIONS
A valid operator's license and Commercial Driver's license class B required within 12 months of hire.
