About the Organization Covering over 1,800 square miles, Desert Recreation District (DRD) provides recreational services to more than 380,000 residents throughout the Greater Coachella Valley. We work with municipalities in a collective effort to assure equitable service delivery to every community regardless of economic means. The District boundary has expanded in recent years to provide barrier-free, safe service to more unincorporated areas of the Coachella Valley and municipalities not previously served.

DRD is responsible for over 30 recreational facilities that include community and fitness centers, sports fields, swimming pools, a golf course and driving range, and various parks and open spaces. In addition, DRD creates and delivers quality programs, services and classes; and, facilitates leisure opportunities through partnerships that encourage residents to engage in healthy lifestyles and wellness activities. In the past year we have offered over 2,800 classes and programs, and more than 200 special events.

DEFINITION: Under immediate (Park Attendant I) or general (Park Attendant II) supervision, performs a variety of custodial duties and minor maintenance related to the care and cleaning of District owned and/or operated parks, community centers, and recreational areas; interacts with and provides information, assistance, and education to the public related to District owned and/or operated parks and related rules, regulations, and ordinances; prepares parks and provides staff support for scheduled activities, events and general use; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED: Receives immediate (Park Attendant I) or general (Park Attendant II) supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS:

Park Attendant I: This is the entry-level classification in the Park Attendant series. Initially under close supervision, incumbents learn and perform routine custodial and customer service duties in support of the maintenance and operation of District owned/operated parks, community centers, and recreational areas. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Maintenance Worker II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Park Attendant II:This is the fully qualified journey-level classification in the Park Attendant series. Positions at this level are distinguished from the Park Attendant I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the Park Attendant class series are flexibly staffed; positions at the Park Attendant II level are normally filled by advancement from the Park Attendant I level; progression to the Park Attendant II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Park Attendant II level.

EXAMPLES OF TYPICAL JOB FUNCTIONS (ILLUSTRATIVE ONLY)

Positions at the Park Attendant I level may perform some of these duties and responsibilities in a learning capacity.

  • Monitors the proper and safe use of District owned and/or operated parks, community centers, and recreational areas; provides customer service, education, and information to park patrons and the general public.
  • Patrols park and recreation areas to ensure safe and proper use of District owned/operated parks and facilities; addresses rule infractions and violations; issues verbal warnings and/or escalates infractions to appropriate City/County authority as necessary.
  • Serves as a liaison with City staff and/or outside agencies to coordinate services, report hazards and safety concerns, and escalate rule infractions.
  • Provides information about District programs, services, and events to the public; assists in education about the enforcement of rules and regulations.
  • Acts as a representative to patrons and residents regarding questions, problems, concerns, and activities within District owned and/or operated parks, community centers, and recreational areas.
  • Cleans and disinfects park drinking fountains and restroom facilities, including sinks, toilets, and urinals; fills dispensers with towels, soap, toilet paper, and other items; washes mirrors, tile, walls, and windows; unclogs drains and toilets; empties and takes out garbage.
  • Performs minor maintenance and custodial duties in park facilities and grounds including stocking restrooms, picking up garbage, emptying garbage cans, refilling duck feeders, cleaning graffiti, and checking applicable sports and recreation equipment.
  • Performs routine maintenance safety checks and inspections on work vehicles and golf carts; ensure appropriate oil, water, air pressure, and battery levels; performs minor maintenance such as replacing batteries; refuels/recharges vehicles and maintains gas/mileage logs.
  • Identifies and reports park, facilities, and/or vehicle safety, sanitary, and other hazards to appropriate personnel; reports need for maintenance and repairs to appropriate authority.
  • Sets up and removes furniture and equipment for meetings, programs, and special events in accordance with direction from supervisory staff.
  • Maintains a variety of logs, records, and files related to work performed.
  • Provides staff support at special events and festivals.
  • Attends trainings, workshops, and classes related to job duties.
  • Assists in emergency situations involving injury or other critical incidences by notifying proper authorities; provides first aid/medical care to the level of training.
  • Observes and complies with all District and City mandated safety rules, regulations, and protocols.
  • Performs other duties as assigned.

Position Requirements

QUALIFICATIONS

Positions at the Park Attendant I level may exercise some of these knowledge and abilities statements in a learning capacity.

Knowledge of:

  • Methods and techniques of maintaining the safety of parks, community centers, and recreational areas.
  • Proper cleaning methods and the safe usage of cleaning materials, disinfectants, custodial tools, and equipment.
  • Basic safety precautions and procedures related to park and recreation program area(s) and facilities.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
  • Principles, practices, methods, and techniques of parks operations, upkeep and maintenance.
  • Methods, materials, and equipment used in custodial work and basic and preventative maintenance.
  • Use and minor maintenance of hand and power tools and equipment used in custodial work.
  • District and mandated safety rules, regulations, and protocols, including basic first aid and adult and/or child cardiopulmonary resuscitation (CPR) methods.
  • Basic principles and procedures of record keeping.
  • Safe driving rules and practices.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
  • The structure and content of the English language to effectively perform the work.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:

  • Understand the organization and operation of District owned and/or operated parks and facilities necessary to assume assigned responsibilities.
  • Serve as a resource to the public on programs and services offered in assigned parks and throughout the District.
  • Clean and care for assigned areas and equipment.
  • Understand, interpret, and apply all applicable laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Understand the organization and operation of District and City parks and facilities necessary to assume assigned responsibilities.
  • Clean and care for assigned areas and equipment.
  • Use and operate a variety of custodial equipment.
  • Provide courteous assistance to park patrons and the public.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Organize works, set priorities, and meet critical deadlines.

  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Park Attendant I/II:

Education: Equivalent to completion of the twelfth (12th) grade.

Park Attendant I:

Experience: One (1) year of experience in grounds maintenance or custodial work.

Park Attendant II:

Experience: One (1) year of experience in a park and/or recreation program supporting maintenance, customer service, or related activity at a level equivalent to the District’s Park Attendant I classification.

Licenses and Certifications:

  • Possession of a valid California Driver’s License, to be maintained throughout employment.
  • Possession of, or ability to obtain within one[LC1] month of hire, valid certifications in First Aid, cardiopulmonary resuscitation (CPR) and Automatic External Defibrillator (AED) for adult, child and infant, to be maintained throughout employment.

PHYSICAL DEMANDS

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders, to operate varied hand and power tools and equipment, and to operate a motor vehicle and visit various District/City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
