Position Summary: To provide parent education and support through personal visits, group meetings, screening and referral to resource networks for parents and children. Parent educators serve families beginning in the prenatal period and continuing until kindergarten entry. Through partnering, facilitating and reflecting skills with families, they provide parent education and family support. This support enhances the quality of parenting, increases the parents’ understanding of child development and encourages parents to help their child learn, grow and develop to meet their full potential.

Responsibilities

Include the following. Other duties may be assigned.

  • Maintain an assigned family caseload and ensure all required personal visits, screenings, documentation, and follow‑up tasks are completed accurately and on schedule, using effective organizational and time‑management skills.
  • Deliver personal visits using the Parents as Teachers Foundational Curriculum and district‑approved practices, providing developmentally appropriate information, guidance, and support to families while demonstrating strong interpersonal and culturally responsive communication skills.
  • Plan, prepare, and conduct visits in homes, at district sites, or through approved virtual platforms, using district data systems for planning, tracking, and meeting required visit totals.
  • Document all services in the district’s data system within required timelines, maintaining accurate, complete, and confidential records and completing all follow‑up tasks within 48 hours of the visit.
  • Conduct required developmental, social‑emotional, health, hearing, and vision screenings for each child annually, entering data at required intervals and providing referrals when appropriate.
  • Plan, facilitate, and promote parent group connections and support family engagement activities as assigned, using strong communication and relationship‑building skills.
  • Communicate with families between visits as appropriate to support goals, provide resources, and strengthen family relationships with KCPS and the Parents As Teachers Program.
  • Remain current with all Parents as Teachers and KCPS district program requirements, including the ECDA manual, district procedures, and updates provided through meetings, emails, and training, demonstrating a growth mindset and commitment to continuous improvement.
  • Participate in required supervisor meetings, staff meetings, PLCs, and professional development, including maintaining annual competency‑based hours to remain a certified Parent Educator.
  • Assist with recruitment and retention of families into district programming, including building positive community relationships which support district and program visibility.
  • Demonstrate professional conduct by maintaining confidentiality, modeling positive and respectful interactions, and contributing to a positive culture that reflects the mission, vision, and values of Kansas City Public Schools and Parents as Teachers.
  • Manage time and responsibilities effectively, demonstrating the ability to work independently, use technology proficiently, and maintain organized workflows.

Required Qualifications
  • Possess a valid driver’s license and be able to provide own transportation; must be able to present proof of insurance.
  • Meet MO DESE Parent Educator current Early Childhood Development Act (ECDA) manual requirements through one of the following pathways:
    • Certification and/or a two‑year degree in Early Childhood Education or a related field; and two (2) years of successful experience in a program serving young children and their parents, as approved by DESE.
    • Sixty (60) semester hours toward an academic degree from an accredited institution and two (2) years of successful experience in a program serving young children and their parents, as approved by DESE.
    • Five (5) years of successful experience in a program serving young children and their parents, as approved by DESE, along with a high school diploma or equivalent. Individuals qualifying under this pathway may be required by DESE to complete additional training.
Preferred Qualifications
  • Bachelor’s Degree in Early Childhood, Child Development, Family Relations, Elementary Education or a related field
  • Current certification as a Parent Educator from the Parents as Teachers National Center is highly desirable.
  • Training for Foundational and Foundational 2 curricula will be provided if certification is not yet held.
Physical Demands

This job requires that the employee be able to: sit, stand, walk, speak, hear, use hands, fingers, and reach with hands and fingers; bend, stoop, and lift objects of at least ten pounds. Job requires the employee occasionally to stoop, kneel, crouch or crawl. Visual ability requires mono and color vision, close vision, distance vision, depth perception and ability to adjust focus.

Terms of Employment

Length of work year: 12 months, 7.5 hours per day, 5 days per week; in‑person.

Health and Dental Insurance are provided. KCPS Defined Benefit Pension plan – mandatory 9% contribution is required from employees and matched by KCPS; Voluntary retirement savings plans are also available.
