OBJECTIVE OF THE OFFICE/DEPARTMENT
This consultancy supports the Pan American Health Organization (PAHO) and the WHO Regional Office in achieving universal access to health and universal health coverage in the Eastern Caribbean.
PURPOSE OF CONSULTANCY
- Advocate for more efficient, equitable, and effective health financing.
- Translate country priorities into feasible financing and purchasing options that improve equity, efficiency, and financial protection.
- Produce applied analyses (fiscal space, expenditure trends, purchasing simulations) to guide decisions on primary health care scale‑up and hospital sustainability.
- Develop and uptake sustainable strategies across Eastern Caribbean countries focused on enhancing the efficiency, equity, and effectiveness of health financing toward universal access.
DESCRIPTION OF DUTIES
- Conduct comprehensive assessment of the current health financing landscape at multi‑country and individual country levels.
- Review existing health financing frameworks, policies, and mechanisms.
- Analyze the impact of economic conditions, policy decisions, and international aid on health financing.
- Organize multi‑country forums to engage critical stakeholders and build consensus on health financing priorities.
- Provide technical assistance in developing, implementing, and monitoring multi‑country guidelines for health financing.
- Design and facilitate capacity‑building workshops and training sessions for country counterparts.
- Conduct in‑depth assessments of the health financing system in selected countries.
- Evaluate the effectiveness of existing health financing mechanisms.
- Develop country‑specific health financing strategies aligned with national health priorities.
- Provide technical support for implementing health financing reforms, including budgeting, resource mobilization, and financial management.
- Develop a monitoring and evaluation framework to track the progress of health financing reforms.
- Facilitate policy dialogues with government officials and other stakeholders to promote evidence‑based health financing reforms.
- Produce technical content for reports to the media and support visibility of technical cooperation delivered using PAHO/WHO branding and communication materials.
DURATION
The consultancy starts on 20 October 2025 and continues for twelve months.
QUALIFICATION/EXPERIENCE AND ATTRIBUTES
- Advanced degree in health economics, public health, health policy, or a related field.
- At least eight years of experience in health financing with a focus on developing countries or regions.
- Proven experience in conducting health financing assessments and developing regional and country‑level strategies.
- Strong understanding of health systems and regional health bodies in the Eastern Caribbean.
- Demonstrated ability to produce high‑quality reports and policy documents.
- Knowledge of PAHO/WHO frameworks.
- Expert knowledge in written and spoken English and report writing skills.

COMPENSATION
Pay B (maximum) – daily rate USD 314.00.

LOCATION
The majority of work is remote/offsite. Travel to the Eastern Caribbean countries will be as required.

REPORTING REQUIREMENTS
The consultant will communicate with the Project Officer on progress, outline challenges, and provide monthly invoices and status reports in Microsoft Word, Excel, and PowerPoint formats.

All products and materials are the property of PAHO/WHO. The consultant may not use information gathered during this project without written consent.
TRAVEL
Travel costs will be provided by the PAHO/WHO Office for Barbados and Eastern Caribbean Countries. Per diem is provided as per PAHO standard rates.
