About the Position:
The Grants Manager is responsible for the management and payments of disaster recovery assistance to eligible subgrantees. The position is also responsible for reviewing contracts, invoices, and labor/equipment records to submit for payment of the grants. The Grant Manager ensures that projects are completed and closed in accordance with all federal and state regulations, the Stafford Act, and the Disaster Mitigation Act of 2000. The position coordinates with FEMA on a daily basis to resolve issues. During the Disaster Recovery phase, the position assumes key deployment responsibilities in coordinating the field recovery efforts and working with FEMA staff for project formulation.

The mission of North Carolina Emergency Management (NCEM) is to enhance The State of North Carolina's resiliency levels by fostering active collaboration, communication, and coordination between local, state, and federal stakeholders, as well as maintaining meaningful relationships and providing services for private citizens and commercial entities. This is achieved through promoting strategies which support efficient and effective preparedness, mitigation, response, and recovery activities in response to threats from of a variety of natural and man-made hazards. NCEM is part of the NC Department of Public Safety (NCDPS).

About the Section:
The North Carolina Emergency Management Recovery Section manages Public Assistance and Individual Assistance Grant Programs for both state and federally declared disasters.

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

The Knowledge, Skills and Abilities (KSAs) listed below, along with the Minimum Education and Experience (E&E) are REQUIRED to qualify for this position. All work history and education (including accurate dates of employment/attendance) must be documented on the application. To qualify for this position, applicants must demonstrate ALL of the following KSAs:

· Working knowledge of the Public Assistance Grant Program or other federal grants programs

· Experience with professional financial management

· Experience communicating financial information to others in a professional setting

· Working knowledge of interpreting state and/or federal emergency management policies and/or procedures

Bachelor’s degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.

Military Experience

o A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).
