Base pay range

$65.00/hr - $75.00/hr

Drawing on the success of Substation Engineering Company (SECo) established in 2006, and in response to our Utility Client requests, Tier 1 Utility Design (Tier 1) was founded in 2015. Following the success of Tier 1, Tier 1 Testing & Commissioning (T1TC) was established in 2022. T1TC Technicians specialize in quality utility substation testing and commissioning (medium to high voltage) primarily within the Mid-Atlantic Region.

REPONSIBILITIES:

  • Support the development of detailed and often complex testing and commissioning plans including, identification of required testing, circuit isolation and restoration, project sequencing, construction scheduling, outage and energization planning, in-service checks, and associated responsibilities.
  • Thoroughly review all drawings/ diagrams prior to project start, performing pre-job walk-throughs and communication to Client if adjustments are required.
  • Contribute/lead in project bidding, inspection and troubleshooting with simple to complex electrical projects including apparatus and protection & control/relay equipment.
  • Provide hands-on leadership in testing & commissioning at major utility sites while overseeing and mentoring other technicians and commissioning engineers to complete projects safely, on-time and within budget.
  • Ensure Client satisfaction in expectations, standards and finished product are met.
  • Ensure that all T1TC testing & commissioning activities are performed and documented per Client/ Utility, OSHA, NFPA, NETA and T1TC standards and requirements.
  • Perform hands-on execution of projects including startup, commissioning, and troubleshooting of power delivery equipment including transformers, switchgear, circuit breakers, automatic transfer switches, protective relays, SCADA, metering and other power equipment.
  • Perform testing of medium and high voltage substation apparatus including, but not limited to, instrument transformers, circuit breakers, transformers, and capacitor banks.
  • Promote safe workplace practices, and an overall questioning attitude.
  • Provide feedback and offer suggestions while in the field, by reviewing field files, daily logs, and safety briefs for accuracy.
  • Supervise and support field operations on medium to high voltage substation protection, control, SCADA, and metering projects.
  • Read, interpret, troubleshoot, and effectively utilize electrical drawings and schematics during the testing and commissioning process to meet the design intent.
  • Interface with company Project Leads and other PM’s for active project support in scheduling, change orders, RFIs, RFPs and discrepancy logs.
  • Maintain project tracking, progress and status reports documentation.
  • Support energization and in-service checks to validate electrical quantities.
  • Conduct testing of AC and DC station service systems including, but not limited to, transfer switches, panelboards, battery systems and battery chargers.
  • Perform acceptance testing and logic checks of microprocessor protector relays and schemes associated with transmission lines, busses, power transformers, cap banks, feeders, breakers, etc.

REQUIREMENTS:

  • AS or BS Degree in Electrical Engineering (Power Systems) OR Completion of 3-5-year Electrician Apprentice Program OR U.S. Army Prime Power Production OR U.S. Navy Nuclear Program completion with 3+ years of hands-on implementation on electrical equipment.
  • 5+ years Field Service Engineering/ Testing/ Commissioning on both relays and apparatus.
  • High level of proficiency with test sets such as Doble, Megger, Vanguard, Arbiter.
  • Willing to travel interstate, on a weekly/bi-weekly basis (up to 85%).
  • Strong organization skills and attention to detail.
  • NETA testing specifications knowledge and certifications are helpful but not required.
  • Power distribution, AC/DC, Voltage Circuit Theory, and practical troubleshooting skills.
  • Strong background in electrical power including low voltage through medium voltage.
  • Proven strong ability to read/ understand schematics and blueprints.
  • Solid experience with diagnostic software and service report writing.
  • Familiarity with industry standards including ANSI/NETA, IEEE, NFPA, NETA, NEC and UL.
  • Current US Citizenship or Permanent Resident (GC) required for site access.
  • Must be willing to commute to and work on Customer sites daily (including harsh weather).
  • Must complete compliant background checks and drug and alcohol testing both pre-hire and ongoing as required by Customer(s) and/ or T1TC.
  • Must have a valid US driver’s license and compliant driving history.

WORKING CONDITIONS/REQUIREMENTS:

  • Sit, talk, hear, read, write and type.
  • Regularly walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms, Squat/ Bend to check equipment, test and lift.
  • Must regularly lift and/ or move up to 50 pounds.
  • Must be willing and able to work a flexible schedule; work overtime to meet critical deadlines and be willing to travel.
