Job summary

Procon seeks an experienced Project Manager to support the District of Columbia Department of General Services (DGS) and DC Public Schools (DCPS) Capital Construction Program in Washington, DC. You will serve as the Owner’s Representative, managing school modernization, renovation, and facility upgrades through planning, design, procurement, construction, occupancy, and turnover.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, Building Construction, Project Management, or related field.
  • Minimum of 5 years of construction or capital project management experience; 7+ years preferred.
  • Demonstrated experience managing projects through design, procurement, construction, closeout, and occupancy.
  • Strong knowledge of project controls, scheduling, budgeting, cost management, and construction administration.
  • Experience reviewing design documents, drawings, specifications, schedules, and other technical documentation.
  • Experience supporting public-sector, municipal, or other large capital construction programs.
  • Strong written and verbal communication, coordination, and stakeholder management skills.
  • Proficiency with Microsoft Office Suite and project management software.
  • Familiarity with school operations, occupancy constraints, and phased construction in active environments.
  • Experience coordinating with government agencies, permitting authorities, regulatory agencies, and utility providers.
  • Knowledge of CPM scheduling, Primavera P6, project controls, change management, and construction claims analysis.
  • Demonstrated ability to manage multiple concurrent projects within a large capital portfolio.
  • Strong organizational, analytical, problem-solving, and decision-making skills.
  • Ability to work with owners, contractors, design professionals, consultants, and government agencies.
  • Professional certification such as PMP, CCM, PE, RA, LEED AP, or equivalent preferred.
  • Experience serving as an owner’s representative, program manager, or construction manager preferred.

Responsibilities

  • Manage multiple projects throughout the full project lifecycle, from planning and design through construction, closeout, and occupancy.
  • Lead project planning, scope development, procurement support, and design management activities.
  • Review project drawings, specifications, schedules, budgets, GMP proposals, change orders, and contractor proposals.
  • Conduct site visits and field observations to monitor construction progress, quality, safety, and schedule performance.
  • Coordinate project activities among DGS, DCPS stakeholders, design teams, contractors, regulatory agencies, and third-party consultants.
  • Support the development and implementation of portfolio-wide standards, procedures, best practices, and project delivery strategies.
  • Monitor project budgets, contingency usage, financial forecasts, risks, and overall financial performance.
  • Review and evaluate contractor payment applications, change orders, claims, RFIs, and other project documentation.
  • Prepare and support project reporting, executive briefings, status updates, and portfolio-level analysis.
  • Oversee project closeout, commissioning, turnover, warranty management, and occupancy activities.
  • Manage multiple projects and program-wide initiatives while maintaining schedule, budget, quality, and stakeholder objectives.
  • Provide portfolio-level project management and technical support for the DCPS modernization program.
  • Mentor and provide guidance to junior staff and Assistant Project Managers as appropriate.
  • Support stakeholder communication and coordination throughout all phases of project delivery.
  • Support special initiatives related to sustainability and energy management.
