Imagine playing a key role in shaping the future of the electric grid — where advanced technologies, high stakes‑engineering, and transformative infrastructure projects come together to power entire communities. This position places you at the forefront of that evolution.

The Senior Outsourcing Engineer leads and manages complex electric utility infrastructure projects delivered by Engineering, Procurement, and Construction (EPC) partners, supported by specialized Owner’s Engineer consultants. In this role, you serve as the utility’s primary technical and project management authority throughout every phase of the project lifecycle—from concept development and procurement to execution, commissioning, and final closeout.

You will guide the planning and delivery of major transmission and substation capital projects, tackling technologies that define the next generation of grid performance and resilience. These include gas insulated substations (GIS), synchronous condensers, STATCOM systems, and other advanced Flexible AC Transmission Systems (FACTS). Success in this position requires deep technical expertise, sharp commercial judgment, strong contractor oversight capabilities, and the ability to coordinate multidisciplinary teams while championing safety, reliability, regulatory compliance, schedule, and budget.

How You’ll Contribute
  • Lead utility-side engineering management of large-scale EPC-delivered electrical infrastructure projects from conceptual development through commissioning and turnover.
  • Coordinate engineering and technical activities among EPC contractors, Owner’s Engineers, equipment suppliers, utility operations personnel, and internal stakeholders.
  • Lead and coordinate the engineering and technical review of EPC contractor deliverables, including engineering packages, procurement plans, construction schedules, testing procedures, and commissioning plans.
  • Lead the development of technical scopes of work, specifications, and procurement documentation for engineering and construction services.
  • Develop bid evaluation criteria and participate in contractor selection and recommendation processes.
  • Coordinate across engineering, operations, protection and controls, planning, procurement, legal, environmental, and regulatory teams.
How You’re Qualified
  • Licensed Professional Engineer in the State of Texas
  • Eight or more years of post‑Bachelors engineering experience relating to the area of engineering specialization required to perform the job, including providing technical leadership in engineering.
  • Driver's license
How You’ll Stand Out
  • Master’s degree in Engineering, Engineering Management, Project Management, or related technical field.
  • Experience with Gas‑insulated substations (GIS), Synchronous condensers, Static compensators and FACTS technologies, High‑voltage transmission systems, and grid modernization initiatives.
  • Experience supporting commissioning, startup, and energization activities for transmission infrastructure projects.
  • Strong analytical and problem‑solving abilities.
  • Ability to influence project outcomes across multidisciplinary teams and external organizations.
  • Strong leadership, negotiation, and stakeholder management capabilities.
