Position Summary
The Outreach Engagement Coordinator (OEC) in the SSVF Program under the Department of Community Integration Services (CIS) works as part of a multi-disciplinary team serving veterans in the community. The OEC will identify and cultivate relationships with community providers and partners, attend community events to represent SSVF, develop and implement strategies to engage the community, and gather input. The Bridge Engagement Coordinator will plan and execute outreach events, support local VA Stand Downs, and work with community partners across Los Angeles County to plan and execute events. The OEC assists program participants in locating and securing transitional housing (i.e., shelter, GPD) as quickly as possible and connects the participant with an SSVF or RRH (TLS) provider for permanent housing. Responsibilities also include collecting and analyzing data on local demographics and community needs, developing communication strategies to reach homeless veterans, using the Homeless Management Information System (HMIS) to input client information and demographics in real-time, and leading presentations using PowerPoint for workshops and information sessions for program prospects, partner agencies, veterans, and co-workers.
Essential Functions
- Participate in monthly Outreach department meetings and CIS/SSVF meetings.
- Attend community events (in person and online) as a representative for the Salvation Army SSVF program.
- Conduct outreach to agencies, organizations, partners, and stakeholders through presentations.
- Engage in outreach and communication with Los Angeles Homeless Service Authority, Veterans Affairs, Department of Health Services, Department of Mental Health, and other community providers.
- Engage with Grand Per Diem programs, VA Liaisons, and community shelters.
- Increase partnership with various community partners.
- Enhance visibility and understanding of Rapid Resolution, Return to Home, and Shallow Subsidy under the SSVF program.
- Supervise a team of three case managers providing non-traditional case management services.
- Conduct indirect supervision of Veteran Engagement Case Managers for outreach activities.
- Ensure accurate and timely reporting of employee work hours, compliance with policies, and effective communication regarding timekeeping.
- Address errors or inconsistencies in timesheets, such as missed punches or incorrect entries.
- Conduct regular performance reviews, provide feedback, and support employee development.
- Implement corrective actions to address quality issues or process deviations.
- Develop a monthly supervision approach for program case managers, providing guidance and mentorship.
- Train case managers and the Healthcare Navigator in the Homeless Information Management System (HMIS).
- Record all homeless encounters in HMIS across Los Angeles County.
- Identify community agencies that could benefit from understanding the SSVF program and conduct presentations.
- Collaborate with the Divisional Headquarters web-developer to update the Salvation Army CIS website.
- Conduct street and community outreach, attend outreach events such as VA Stand Downs and resource fairs.
- Establish a referral process with the Coordinated Entry System to refer veterans to SSVF and local shelters.
- Identify community resources to support veteran engagement strategies.
- Represent CIS-SSVF professionally in meetings, correspondence, and official roles.
- Establish a consultant role in Santa Barbara and Ventura SSVF sites for technical support in community engagement.
- Conduct outreach training sessions for frontline staff and supervisors.
- Participate in annual site visits to evaluate outreach procedures and referral processes.
- Assist in preparing reports such as outreach logs, referral logs, activity logs, and training agendas.
- Maintain reporting logs in Google Docs.
- Prepare monthly reports for the Program Manager and the Associate Director.
- Travel to multiple sites in Los Angeles, Santa Barbara, and Ventura counties.
- Stay current with guidelines and requirements of SSVF, The Salvation Army, and related legal and ethical standards.
- Coordinate with the SSVF team to prioritize veteran services regarding emergency and permanent housing.
- Maintain knowledge of community resources, social service providers, and field trends.
- Exhibit excellent communication skills, both written and verbal.
- Manage multiple priorities effectively while maintaining mindfulness.
- Schedule vehicle maintenance for CIS/SSVF vehicles, including repairs and routine checks.
- Perform other duties as assigned.
PAY RATE: $638,640.00 - $70,640.00/year
Working Conditions
Primary direct service activities are conducted in the community (e.g., homeless encampments, shelters) rather than in an office. The Veteran Engagement Specialist must be able to walk, stand, bend, squat, climb, kneel, and twist intermittently or continuously. They should be able to grasp, push, and pull objects such as files and file cabinets, reach overhead, operate computers, fax machines, telephones, and lift up to 25 lbs.
Minimum Qualifications
- Bachelor’s degree preferred or equivalent work experience in social work, human services, counseling, or a related field.
- At least 2 years’ experience in homeless outreach services.
- At least 2 years’ experience working with homeless individuals with mental illness and/or substance use issues.
- A valid California Class C Driver License and the ability to pass an annual MVR background check.
