The Outreach and Training Supervisor provides leadership and oversight for comprehensive outreach, education, training, and administrative support functions within Victim Services, serving survivors of domestic violence, sexual assault, stalking, human trafficking, and other crimes. This position develops and implements strategic outreach and training initiatives designed to increase awareness of victim services, strengthen community response systems, and improve access to culturally responsive legal and supportive services. The role works closely with legal advocates, attorneys, case managers, program leadership, and community partners to coordinate outreach and education activities and promote integrated service delivery. Working in partnership with our people, this position develops opportunities that fulfill our endless potential by strengthening relationships, increasing community awareness, and supporting survivors in accessing resources. The position requires strong communication skills, cultural competency, and dedication to supporting Alaska Native and American Indian communities through education and training.
Duties and Responsibilities:
Collaborate with Department Leadership to evaluate, develop, and implement strategic outreach, education, and training plans to increase awareness and understanding of victim services throughout the Cook Inlet Region.
Create and deliver training courses to staff across programs and service areas, and acclimate new hires to service delivery expectations through department orientation sessions and ongoing support.
Coordinate public awareness campaigns and activities, including awareness months and initiatives related to domestic violence, sexual assault, stalking, human trafficking, and other crimes.
Serve as liaison between the organization and community while building and maintaining relationships with partner organizations, key stakeholders, and referral networks to strengthen coordinated community responses for survivors.
Monitor grant-required information, prepare grant reports with appropriate follow-up actions, maintain accurate data collection systems, and support strategic planning processes in coordination with Victim Services leadership.
Attend program meetings, trainings, and conferences to represent Victim Services and stay current on best practices.
Support the creation of culturally relevant public awareness materials and update victim resource guides to ensure cultural appropriateness and effectiveness.
Maintain awareness of emerging issues, community needs, and best practices affecting Alaska Native and American Indian communities.
Supervise the Administrative Specialist, providing leadership, coaching, performance feedback, training, and professional development.
Provide clear expectations and guidance regarding front desk, telephone, scheduling, participant reception, correspondence, filing, data entry, supplies, and other administrative responsibilities.
Ensure front desk and telephone operations provide a welcoming, professional, confidential, and survivor-centered experience.
Establish and maintain administrative procedures and workflows that support participant privacy, safety, confidentiality, efficient service delivery, and continuous improvement of the participant experience.
Partner with program leadership to address operational concerns and ensure the physical office environment supports confidentiality and participant safety.
Maintain strict confidentiality according to regulations, policies, and procedures.
Perform all related duties as needed and assigned.

Strong leadership and supervisory skills, including the ability to coach, develop, motivate, and hold staff accountable.
Excellent organizational and time-management skills, with demonstrated ability to coordinate multiple priorities, projects, events, and deadlines.
Strong public relations, community engagement, facilitation, and partnership-building skills with ability to establish and maintain effective working relationships with diverse internal and external stakeholders.
Ability to work effectively in cross-functional teams, including legal, case management, advocacy, administrative, and outreach staff.
Demonstrated ability to exercise sound judgment when handling confidential, sensitive, and potentially high-risk information, and to identify operational challenges and develop practical solutions that improve service delivery.
Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community, including governance and community resources, with demonstrated cultural humility and respect.
Proficient with computers, standard office equipment, Microsoft Office or comparable software, virtual meeting platforms, and other technology used for training and communication.
Ability to work flexible schedules, including occasional evenings and weekends, to support community events, trainings, and outreach activities, and to travel within Alaska, including occasional travel to rural communities.
Ability to maintain professionalism and composure when working with individuals experiencing trauma, crisis, or other challenging circumstances.
Ability to lift and transport outreach materials including folding tables, canopies, and large boxes.

Minimum Qualifications:
Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
Bachelor's degree in Communications, Education, Human Services, Social Work, Criminal Justice, Justice, Alaska Studies, Indigenous Studies, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
Three (3) years of progressively responsible experience in victim services, education, training, community outreach, advocacy, human services, or a related field.
One (1) year of supervisory or lead experience, including responsibility for staff oversight, project coordination, or administrative operations.
Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
Preferred Qualifications:
Experience working in an integrated legal and case management, victim services, advocacy, or multidisciplinary program.
Experience developing curriculum, training materials, or professional development programs.
Experience working with tribal governments, tribal organizations, courts, law enforcement, healthcare providers, or other multidisciplinary partners.
Experience working directly with survivors of domestic violence, sexual assault, stalking, human trafficking, or other crimes.
Experience with grant-funded programs, grant reporting, and performance measurement.
