Position Summary

Full Circle Health Network is seeking an experienced Outreach Analyst to join our Information Technology team.

The Outreach Analyst is a strategic technology professional responsible for designing, optimizing, and supporting technology-enabled outreach operations across the organization. This role serves as the primary liaison between Information Technology and operational departments, translating business needs into technology solutions that improve workflows, reporting, analytics, data quality, and organizational performance.

Working collaboratively with operational leaders, technical staff, software vendors, and executive leadership, the Outreach Analyst plays a key role in supporting enterprise technology initiatives, improving business processes, and enhancing member engagement through data-driven solutions.

Key Responsibilities
  • Analyze operational workflows and identify opportunities for technology improvements and process optimization.
  • Serve as the primary liaison between Information Technology and operational teams.
  • Gather, document, and translate business requirements into functional system specifications.
  • Support the implementation and optimization of CRM platforms, engagement tools, and reporting solutions.
  • Develop dashboards, reports, and performance metrics that provide actionable business insights.
  • Monitor data quality and recommend improvements that enhance reporting accuracy and operational effectiveness.
  • Coordinate user acceptance testing (UAT), implementation activities, and solution validation.
  • Develop workflow documentation, business process maps, user guides, and technical procedures.
  • Train staff on systems, reporting tools, workflow processes, and technology best practices.
  • Collaborate with Information Technology, Operations, Quality, executive leadership, vendors, and external partners to implement system enhancements.
  • Support audits, compliance initiatives, and organizational reporting requirements.
  • Maintain the confidentiality of Protected Health Information (PHI) and other sensitive organizational information.
  • Perform other related duties as assigned.
Required Qualifications
  • Bachelor's degree in Information Systems, Computer Science, Business Analytics, Data Analytics, Healthcare Informatics, Public Health, Business Administration, or a closely related field, or an equivalent combination of education and experience.
  • Three (3) to five (5) years of progressively responsible experience in business systems analysis, healthcare technology, reporting, workflow optimization, CRM administration, healthcare information systems, or related technology environments.
  • Strong analytical, organizational, communication, and project management skills.
  • Demonstrated ability to exercise independent judgment while managing multiple priorities and deadlines.
  • Experience collaborating with both technical and non-technical stakeholders.
Preferred Qualifications
  • Experience supporting Medi-Cal, CalAIM, Enhanced Care Management (ECM), Community Supports, or population health programs.
  • Experience implementing or supporting CRM systems.
  • Experience with SQL, Microsoft Power BI, Microsoft Power Platform, Microsoft Fabric, Microsoft Excel, or other business intelligence platforms.
  • Business Analysis, Lean, Six Sigma, Agile, or Project Management certification preferred.

This position operates primarily in a remote professional office environment and requires frequent interaction with internal departments, leadership, providers, health plans, vendors, and external business partners. Responsibilities include virtual meetings, workflow analysis, business process improvement, technology system navigation, report development, documentation, and collaboration across multiple stakeholders.

Work Location

This is a remote position. The selected candidate must reside in the State of California and maintain a secure, professional home office environment from which they can perform the essential functions of the position. Occasional travel within California is required to support organizational meetings, provider meetings, health plan meetings, trainings, conferences, audits, project implementations, and other business-related activities.

Physical Demands

This position requires prolonged periods of sitting while working at a computer, reviewing electronic documents and data, and communicating by telephone and video conference. The position may occasionally require lifting or moving equipment or materials weighing up to 15 pounds. Compensation

Salary Range: $80,000.00 – $90,000.00 annually

The posted salary range reflects the compensation Full Circle Health Network reasonably expects to pay for this position. Final compensation will be determined based on experience, qualifications, internal equity, and organizational budget considerations.
