Disaster Recovery Specialist – Operational Technology (OT)

Position Summary:

The Disaster Recovery (DR) Specialist for Operational Technology (OT) Systems will develop, implement, maintain, and continually improve disaster recovery strategies for critical OT environments, ensuring the resilience, rapid recovery, and business continuity of essential operational functions. The successful candidate will collaborate closely with IT, OT, cybersecurity, engineering, and Line Department operations teams to define, test, and manage effective DR plans, procedures, and infrastructure to reduce risk exposure and minimize downtime in the event of a disaster or significant disruption.

Primary Responsibilities:

1. Disaster Recovery Strategy and Planning:

•Develop, document, and maintain comprehensive disaster recovery plans specifically for OT systems, such as SCADA, DCS, PLC, and related infrastructure.

•Perform regular risk assessments and business impact analyses (BIAs) for OT systems to identify critical assets and prioritize recovery planning.

•Work closely with stakeholders to set recovery time objectives (RTOs) and recovery point objectives (RPOs) consistent with organizational risk tolerances and regulatory compliance.

2. Implementation and Management:

•Coordinate implementation and execution of DR measures for OT, including secure data backups, redundant systems configurations, and off-site storage of critical software configurations and documentation.

•Identify, procure, and manage hardware/software solutions required to support the disaster recovery plan for OT systems.

•Liaise with vendors and external service providers to ensure contractual obligations align with DR objectives.

3. Testing and Validation:

•Develop and conduct regularly scheduled DR tests, simulations, and tabletop exercises for OT systems and infrastructure.

•Document outcomes, identify gaps, and initiate corrective actions to continually refine disaster recovery processes and plans.

4. Monitoring and Compliance:

•Maintain compliance with regulatory standards applicable to OT resilience and disaster recovery (e.g., NERC CIP, IEC 62443, NIST SP 800-82).

•Monitor OT DR metrics and develop reporting frameworks to communicate preparedness and risk posture clearly to executive stakeholders.

•Collaborate closely with Incident Response and Crisis Management teams to ensure DR plans align with overall organizational incident management policies and procedures.

•Participate actively during operational incidents involving OT, providing DR expertise and assistance in recovery operations.

6. Training and Awareness:

•Educate technical and non-technical stakeholders on disaster recovery procedures, responsibilities, and expectations within the OT environment.

•Develop DR training materials and conduct regular awareness sessions for operations and engineering teams.

•Conduct ongoing evaluations of the DR program effectiveness through lessons learned from testing and actual incidents, adjusting policies, procedures, and practices as necessary.

Qualifications and Skills:

Education & Certification:

•Relevant certifications (one or more preferred): Certified Business Continuity Professional (CBCP), Disaster Recovery Certified Specialist (DRCS), Certified Information Systems Security Professional (CISSP), or similar industry-recognized credentials.

·Must be able to obtain one or more of the preferred certifications within six months of employment.

Required Verifiable Experience:

•Minimum 3–5 years professional experience focused on Disaster Recovery, Business Continuity, or Crisis Management.

•Demonstrated expertise specifically in OT systems (SCADA, ICS, DCS, PLC), including a strong understanding of network architectures, industrial communications protocols, and operational technologies.

Required VerifiableTechnical Skills:

•Comprehensive knowledge of disaster recovery methodologies, best practices, and tools within critical infrastructure and OT environments.

•Familiarity with industry standards and regulatory frameworks (e.g., NERC CIP, IEC 62443, NIST SP 800-82, ISO 22301).

•Hands-on experience managing DR-related hardware/software tools, backup solutions, virtualization platforms, and secure data storage solutions in OT environments.

Soft Skills:

•Exceptional planning, analytical, and organizational skills.

•Strong verbal and written communication skills, with ability to present clearly to both technical staff and executive management.

•Proven ability to collaborate effectively across multidisciplinary teams.

•The role will require weekly regional travel in the NY-NJ area and on-call availability during significant operational disruptions or planned exercises.

•This remote role involves both home office-based activities (planning, documentation) and field/site visits (system validation, testing, and implementation). Central office in Jersey City may occasionally be required.

Physical Requirements:

•Ability to occasionally work in industrial environments and locations such as control centers and industrial facilities as required.
