Job summary

Mountain Ltd. in Mount Vernon, WA is hiring an OSP Engineer to lead outside plant engineering for a local serving exchange environment. The engineer serves as the subject matter expert for cable sizing, records, and ROW/easement permitting.

This role collaborates with Network Planning, Central Office, Transmission, and Operations to support growth, upgrades, and replacements of telecom plant facilities. Core duties include project management for construction activities and design for outside

Qualifications

• Bachelor’s degree in Engineering (or equivalent work experience), or a minimum of 3 years of experience in an outside plant role.
• Experience in outside plant construction project management and inventory management.
• Experience with ROWs, private easements, and permitting with local, state, and federal entities.
• Demonstrated knowledge of outside plant design, cable count layout, and capacity planning.
• Must possess and maintain a valid state driver’s license and a satisfactory driving record.

Responsibilities

• Provide frontline project management for all construction activities associated with outside plant.
• Perform engineering design for outside plant systems.
• Proactively review outside plant facilities to determine necessary upgrades and enhancements.
• Communicate with state, county, city, and national entities to obtain information on planned projects involving growth and infrastructure changes.
• Coordinate with utilities for project design and construction to utilize joint trenching.
• Collaborate with internal departments to ensure proper project planning.
• Maintain accurate cable records and updates.
• Attend pre-construction meetings for project designs.
• Apply for all required permits (State, DNR, City, County, Townships).
• Maintain and investigate ROWs and easements for releases.
• Prepare cost estimates for BDTs.
• Respond to DORs as needed.
• Update records based on as-built documentation.
• Support sales, marketing, operations, and regulatory teams as needed.
• Assist in annual budget planning.
