The ideal candidate has substantial OSINT experience, holds TS/SCI clearance with CI Poly, and can present data-driven insights to SES-level

• Familiarity with Agile project management methodologies.

Responsibilities

• Develop and maintain a data acquisition strategy to measure mission impact.
• Evaluate data offerings and ROI; create briefs and onboarding recommendations.
• Track value metrics for CAI/PAI data and maintain a provider overview matrix.
• Collaborate across customer offices for data requirements and enterprise data integration.
• Provide quantitative and qualitative assessments to senior leadership on data quality and providers.
• Support AI readiness initiatives including data ontology development and model QA.

Red Arch Solutions is seeking an OSINT Subject Matter Expert to develop and implement strategies to acquire and promote the utilization of OSINT data for a customer. The OSINT Subject Matter Expert will work closely with a small contractor team and engage with industry and senior customer leadership to ensure collaboration and coordination of cohesive data strategy for the enterprise is implemented and evolves with the customer mission priorities.
Key Responsibilities:

• Develop and maintain a data acquisition strategy and methodology to measure and weigh mission impact
• Lead efforts to evaluate data offerings and return on investment and develop evaluation briefs and recommendations for customers to onboard/purchase new data
• Develop approaches to track value metrics for existing CAI/PAI acquired data
• Develop and maintain an industry data provider overview and capability matrix
• Provide support for collaboration between customer offices for data requirements
• Provide quantitative and qualitative assessments for customer leadership about existing data
• Provide customer leadership insight into data providers’ performance and quality
• Support AI readiness initiatives including data ontology development and model quality assurance analysis
• Support programs and applications to establish policy, approaches and provide direct support to incorporate enterprise data integration requirements
• Establish functional requirements traceability to support the integration and interoperability of various data sources within the customers Enterprise Data Warehouses.
• Ability to communicate and present ideas to key stakeholders. Specific experience includes writing, documenting, and presenting technical material to senior level officials (SES and higher).
• Leverage experience with project management approaches and tools such as Agile.
  

Required Skills and Qualifications

• 16+ years of experience in OSINT related roles (Relevant Bachelor’s degree can be substituted in lieuof 4 years of experience; Master’s degree can be substituted in lieu of 6 years, PhD can be substituted in lieu of 8 years’ experience)
• TS/SCI clearance with CI Polygraph #CJ
