What You Will Do
- Conduct organizational assessments of HQ functions, missions, staffing structures, and operating models to identify opportunities for organizational optimization and workforce realignment.
- Develop future-state organizational structures, functional alignments, organizational charts, and position frameworks to support agency transformation initiatives.
- Facilitate executive interviews, workshops, and stakeholder working sessions to capture leadership priorities, validate findings, and build consensus around transformation recommendations.
- Develop business cases, implementation roadmaps, and workforce transition strategies that support senior leadership decision-making and organizational change execution.
- Design governance models, decision-right frameworks, and roles and responsibilities matrices to support future-state operating environments.
- Assess organizational change impacts and develop change management, communication, and stakeholder engagement plans to drive adoption of new organizational structures.
- Analyze workforce, workload, and operational data to support staffing baseline development, resource planning, and organizational design recommendations.
- Prepare executive-level briefings, presentations, reports, and client deliverables for senior federal government stakeholders.
- Must be able to obtain a Public Trust clearance.
What You Will Need
- Three (3) to Five (5) years of experience supporting organizational transformation, organizational design, workforce planning, or management consulting engagements.
- Bachelor's Degree or Seven (7) years of experience in lieu of degree.
- Experience conducting organization-wide assessments, current-state/future-state analyses, and operating model evaluations.
- Demonstrated experience developing organizational structures, governance frameworks, and workforce alignment recommendations.
- Experience supporting large-scale change management and organizational transformation efforts using structured methodologies and stakeholder engagement approaches.
- Strong facilitation skills with experience leading executive interviews, workshops, focus groups, and leadership meetings.
- Ability to develop data-driven business cases, implementation plans, and strategic recommendations for senior executives.
- Exceptional technical writing and presentation skills, including development of executive briefings, governance documentation, and decision support materials.
What Would Be Nice To Have
- Experience supporting the Department of Transportation or other federal civilian agencies.
- Knowledge of federal human capital frameworks, workforce optimization methodologies, and organizational governance models.
- Experience supporting headquarters reorganizations, shared services transitions, or enterprise operating model redesigns.
- Prosci, CCMP, PMP, Lean Six Sigma, SHRM, or related professional certification.
- Experience conducting workload analyses, staffing model development, or workforce planning assessments.
- Experience drafting or revising organizational manuals, governance documents, policies, directives, or functional statements.
- Familiarity with workforce analytics, organizational data visualization, or workforce modeling tools used to support strategic decision-making.
The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
