- Provide tier-3 troubleshooting, configuration, and routine/urgent support for Oracle Database environments (including single-instance and clustered/RAC deployments), Oracle Grid, and Oracle RMAN, directly enabling operations across all federal business units.
- Manage and support Oracle database solutions including Data Guard, backup/recovery, schema management, patching, upgrades, High Availability/Disaster Recovery (HA/DR) implementations, and application integration.
- Design and govern enterprise backup and restore strategies, conduct disaster recovery drills, and validate point-in-time recovery (PITR) procedures to ensure data integrity and business continuity.
- Define and enforce database security policies, manage encryption configurations, maintain auditing protocols, and ensure compliance with GPO IT Security policies and standards.
- Respond to Requests for Change (RFCs) and incident tickets via the Government's ticketing system, managing request lifecycles from submission to closeout to minimize downtime and enhance service delivery.
- Resolve tickets according to operational SLAs.
- Serve as the incident command lead for Oracle database incidents, conduct Root Cause Analysis (RCA), and implement preventive measures to reduce recurring issues.
- Lead or collaborate on Oracle database builds, upgrades, and application-integration efforts (including but not limited to integration with SharePoint, business systems, and legacy applications).
- Perform proactive capacity planning and system health monitoring.
- Provide database administration, development, and maintenance across on-premises servers and cloud environments as required.
- Develop and maintain PL/SQL scripts and automation to support database operations and maintenance tasks.
- Set patching cadence and risk controls; oversee the execution of patching cycles to maintain system stability and security compliance.
- Proactively address system errors and participate in after-hours activities as needed for business continuity.
- Deliver clear, actionable weekly reports that inform Government leadership and business units of ongoing activities, accomplishments, and risk/issues.
- Collaborate within and across division teams and communicate effectively with both IT and non-technical stakeholders, up to executive leadership.
- Support cross-platform database interoperability (including MS SQL, MariaDB, MySQL, PostgreSQL, and MS Access) as needed.
Position Requirements
Mandatory — Government Pass/Fail
- At least 8 years' experience administering enterprise Oracle database environments.
- Strong demonstrated experience with Oracle (including 12c/19c or current), Oracle Grid, and Oracle RMAN.
- Proficiency in PL/SQL development and scripting.
- Experience designing, implementing, and managing standalone and/or clustered Oracle databases to support enterprise applications.
- Experience with patching, server maintenance, and upgrade execution in Oracle environments.
- Experience with High Availability (HA) and Disaster Recovery (DR) architectures, including implementation and failover testing.
- Demonstrated ability to independently troubleshoot complex Oracle database issues and perform root cause analysis.
- Demonstrated ability to work independently, collaborate within and across division teams, and communicate effectively with all levels of staff and management.
Highly Desired
- Experience with ServiceNow or equivalent ITSM platform for ticket lifecycle management.
- Experience with Idera and/or SolarWinds for database monitoring and capacity planning.
- Experience administering Oracle databases in cloud environments (e.g., OCI, AWS RDS, Azure).
- Experience designing and governing enterprise backup and restore strategies, including disaster recovery drills and PITR validation.
- Experience establishing and governing database security policies, encryption standards, and audit frameworks.
- Experience with SharePoint integration or other enterprise application integration involving Oracle backends.
- Infrastructure as Code (IaC) methodologies or standardized runbook automation for Oracle provisioning.
- Experience supporting federal agency data platforms, modernization, or NIST cyber-compliance requirements.
- Familiarity with ITIL, Agile, or modern database service management frameworks.
