  • Familiarity with PPBE or federal budgeting contexts is a plus.

Responsibilities

  • Architect, design, configure, and develop solutions within Oracle EPM Planning.
  • Serve as a hands‑on technical resource responsible for application development and enhancements, not solely project leadership or oversight.
  • Evaluate requirements across multiple organizations and determine whether needs can be addressed within an existing standardized model or require new development.
  • Design scalable Planning solutions that can support varying business processes and organizational requirements.
  • Optimize application design, calculations, data flows, and overall system performance.
  • Support integrations between Oracle EPM applications and complex upstream relational data sources.
  • Help translate and transform data from relational structures into multidimensional EPM models.
  • Work with Oracle PCM and Enterprise Data Management (EDM) as part of the broader EPM architecture.
  • Partner with functional and technical stakeholders to translate budgeting and planning requirements into effective EPM solutions.
  • Provide creative technical solutions when requirements do not fit neatly within existing application standards.

Job description

We are seeking a hands‑on Oracle EPM Planning Architect to support a large-scale, shared-services planning environment used across multiple federal organizations. This is a long-term initiative involving a combination of standardized planning functionality and organization-specific requirements.

The Architect will be responsible for evaluating business and technical requirements, determining when existing application functionality can be leveraged or configured, and identifying when new functionality or application components need to be designed and developed.

This position requires someone who can operate at the architectural level while remaining actively involved in hands‑on development, configuration, troubleshooting, and optimization.

Key Responsibilities
  • Architect, design, configure, and develop solutions within Oracle EPM Planning.
  • Serve as a hands‑on technical resource responsible for application development and enhancements, not solely project leadership or oversight.
  • Evaluate requirements across multiple organizations and determine whether needs can be addressed within an existing standardized model or require new development.
  • Design scalable Planning solutions that can support varying business processes and organizational requirements.

Desired Experience
  • Strong hands‑on experience with Oracle EPM Cloud Planning.
  • Demonstrated experience designing and developing Planning applications.
  • Experience architecting solutions that support multiple organizations, business units, agencies, countries, or applications.
  • Experience with Oracle Profitability and Cost Management (PCM).
  • Experience with Oracle Enterprise Data Management (EDM/EDMCS).
  • Strong understanding of Planning application design, optimization, and performance tuning.
  • Experience working with relational databases, data structures, and complex integrations.
  • Experience translating relational data models into multidimensional Planning structures.
  • Strong problem-solving skills and the ability to develop flexible solutions rather than relying solely on predefined application designs.
Experience with federal financial planning and budgeting processes is highly desirable, including:
  • Planning, Programming, Budgeting, and Execution (PPBE)
  • Civilian federal agency and/or Department of Defense budgeting environments
Candidate Profile

The ideal candidate combines strong architecture capabilities with hands‑on development skills. Candidates should be comfortable working in an environment where most requirements may fit an established solution, while certain organizations have unique requirements that require creative architecture or new development.

Candidates do not need to meet every preferred qualification. Strong candidates demonstrating a combination of Oracle EPM Planning expertise, architecture experience, hands‑on technical capabilities, federal budgeting knowledge, and related EPM skills will be considered.
