Job description

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. A major federal agency is consolidating its core financial management systems into a single, multi-tenant Oracle Fusion Cloud ERP solution as part of the government-wide push to standardize federal financial management. The program will migrate multiple agency components and customer agencies onto the new platform, with a stated goal of making maximum use of automation and artificial intelligence to reduce manual workload, speed reconciliation and improve data quality.

i360technologies supports this program as a subcontractor to a large federal systems integrator. We are seeking an Oracle Environment Manager who will own the Oracle Fusion Cloud environments that every team depends on: availability, release schedules, refreshes, configuration migrations, deployments, integration dependencies, and production readiness. This is not a traditional DBA role. It's for a senior professional who keeps a complex implementation running on schedule and wants to grow with a program for years.

Location: Washington, DC Metro, on-site at client facilities; occasional travel to other client locations

The Role at a Glance

This position has three equally important parts:

  • Oracle Environment Manager — Plan, control and maintain the Oracle Fusion Cloud ERP environment landscape that supports implementation, testing, data conversion, training and production.
  • i360 Program Lead — Act as i360’s point person on the program: lead, support and advocate for every i360 team member, and serve as i360’s day-to-day liaison with the prime contractor’s program leadership.
  • AI & Growth Leader — Bring practical AI expertise to the modernization and recognize new staffing needs early so i360 can propose qualified people through the prime contractor.
Responsibilities
Oracle Cloud ERP Environment Management
  • Own the inventory, purpose and lifecycle of all Oracle Fusion Cloud ERP environments (production, test, development, conversion, training and mock-cutover) and associated OCI / PaaS services.
  • Maintain the environment calendar; schedule and coordinate environment refreshes (production-to-test, test-to-test), cloning and environment requests with Oracle and the prime contractor.
  • Plan for Oracle’s quarterly SaaS updates: review release readiness content, coordinate impact analysis and regression testing, and manage update windows with minimal disruption to project and agency activities.
  • Manage configuration migration between environments using Functional Setup Manager (setup data export/import and configuration packages), with traceability to approved change requests.
  • Coordinate the technical extension landscape, including Oracle Integration Cloud (OIC), Visual Builder, OTBI / BI Publisher and Fusion Data Intelligence, and integrations with government-wide financial payment and reporting systems.
  • Administer and audit user and role provisioning in non-production environments; enforce segregation-of-duties controls and client security rules of behavior.
  • Support FedRAMP continuous monitoring, client agency security requirements, audit requests and POA&M remediation as they relate to environments.
  • Open, track and elevate Oracle Support service requests; maintain environment documentation, runbooks and status dashboards.
  • Support data conversion cycles, mock conversions and cutover rehearsals for initial and additional operating capability (IOC / AOC) implementations and agency migrations.
  • Contribute to architecture decisions to support present and future cross-functional requirements and interfaces, consistent with the Technical Architect 1 labor category.
AI and System Modernization
  • Serve as a resource on Oracle’s embedded AI capabilities in Fusion Cloud ERP — including generative AI features, AI agents built with Oracle AI Agent Studio, intelligent document recognition for payables and expenses, and predictive and anomaly-detection features — and advise on where they can be adopted.
  • Identify opportunities to apply automation, machine learning and AI to reduce manual workload, accelerate reconciliations, detect anomalies and improve data quality, in line with program objectives.
  • Apply AI tools to modernization work itself: data mapping and cleansing for conversions, test-script generation and automation, requirements traceability and documentation.
  • Ensure AI use complies with federal AI policy (e.g., OMB guidance on agency AI use), agency guidance, data-protection and records requirements, and program governance approvals.
  • Serve as the single point of contact for all i360 staff on the program and as i360’s day-to-day liaison with the prime contractor’s program and subcontract management.
  • Onboard new i360 team members, including coordinating background investigation paperwork, NDAs, PIV credentialing and required cybersecurity and privacy training.
  • Provide day-to-day supervision, mentoring and performance input; hold regular check-ins and address issues early.
  • Review and approve i360 timesheets; ensure accurate, timely time charging that reflects actual work performed and the approved labor category.
  • Track i360 staff assignments, utilization, leave and coverage; plan backfills and manage transitions to protect continuity of service.
  • Report monthly to i360 leadership on performance, staffing, risks, customer feedback and growth opportunities.
  • Model the conduct standards the Government and prime contractor expect, and elevate concerns promptly to i360 leadership.
Program Growth and Positioning
  • Stay aware of upcoming work, new task orders, planned agency migrations and open positions through normal program channels.
  • Work with i360 leadership and recruiting to identify and pre-qualify candidates who meet labor category requirements, and propose them through the prime contractor.
  • Contribute technical content and staffing input to proposals for follow-on BPA orders (e.g., AOC implementation and additional migration services).
  • Build trusted relationships with prime contractor leadership and Government stakeholders by delivering consistently excellent work.
  • Conduct all growth activities within the rules: no use of non-public procurement information, compliance with the Procurement Integrity Act and organizational conflict-of-interest rules, and adherence to the i360–prime contractor teaming and subcontract terms.
Required Qualifications
  • Bachelor’s degree in information systems, computer science, accounting / finance, engineering or a related field.
  • At least 7 years of experience designing or implementing information technology architecture solutions (Technical Architect 1 minimum).
  • At least 3 years of hands-on experience with Oracle Fusion Cloud ERP (SaaS), including environment management, refreshes, quarterly updates and configuration migration.
  • Working knowledge of federal financial management (e.g., USSGL, budgetary accounting, government-wide financial reporting) and Oracle Federal Financials.
  • At least 2 years leading or supervising technical staff, formally or as a team lead.
  • Hands-on experience applying AI or generative AI tools to enterprise software delivery, and familiarity with Oracle’s AI capabilities in Fusion Applications.
  • Strong written and verbal communication skills with executives, technical teams and Government stakeholders.
  • Ability to successfully complete a federal background investigation and suitability determination, and to maintain a PIV credential.
Preferred Qualifications
  • Oracle Cloud certifications (e.g., Oracle Fusion Cloud Financials Implementation Professional, OCI Architect, OCI Generative AI Professional).
  • Experience migrating from Oracle E-Business Suite Federal Financials or another legacy federal system to Oracle Cloud ERP.
  • Experience with federal financial management shared service providers, the FM QSMO / FM Marketplace, or FIBF business standards.
  • Experience with FedRAMP-authorized SaaS environments and federal security controls.
  • ITIL, PMP or SAFe certification.
  • Prior experience on a subcontractor team in a large federal program, including recruiting or business development support.
  • Incentives: Performance and program growth incentive bonuses are available.
  • Benefits: i360technologies benefits package, paid time off, federal holidays, and support for Oracle and AI certifications.
