Job summary

IT-Strat is seeking an Oracle EBS R12.2 Software Systems Engineer to provide enterprise-level systems engineering leadership across Oracle EBS modules and external assets/logistics interfaces. You will shape integration patterns, data models, and automation for asset lifecycle processes in a DoD-aligned environment.

The role requires 10+ years in systems engineering, Oracle EBS proficiency, and experience with Agile/SAFe and DevSecOps.

Qualifications

• Must possess IT-II security clearance or NACLC.
• Ten (10) years of experience in systems engineering and software development.
• Proficient in Oracle EBS R12 or higher platform.
• Forward thinking to align with Oracle EBS trends for roadmap development.
• Certification from a nationally recognized technical authority.
• Strong experience with Oracle EBS (Projects, Fixed Assets, Inventory) or similar ERP systems and integration.
• Experience designing asset management and financial system integrations.
• Experience with data modeling, interface design, and large-scale system integration and BI/reporting tools.
• Understanding of asset lifecycle processes (A2R, CIP/WIP, capitalization).
• Experience ensuring data accuracy, auditability and traceability.
• Experience in Oracle Cloud Infrastructure (OCI) environment (preferred) including AI/ML Cloud tools, DISA AWS/Google GovCloud.
• Experience in Agile/SAFe and DevSecOps environments.
• Excellent oral and written communication skills.

Responsibilities

• Lead enterprise-level systems engineering across USSGL/ATM and A2R for Oracle EBS and external systems.
• Define and oversee integration architecture for asset data flows between logistics and finance systems.
• Establish enterprise data models and integration frameworks for asset valuation and cost transfer.
• Lead design and implementation of global capitalization interfaces and bulk capitalization/journal processing.
• Drive reduction of manual processes and ensure DoD standards compliance and audit readiness.
• Guide development teams on RICE-FW integration patterns and data validation mechanisms.
• Lead system integration testing strategy and performance validation.
• Support audit readiness, reconciliation, and reporting accuracy.

• Provides enterprise-level systems engineering leadership for the design and integration ofUS Standard General Ledger (USSGL)/Accounting Treatment Manual (ATM) and Acquire-to-Retire(A2R)solutions across Oracle EBS and external asset/logisticssystems (e.g., ELMS/DPAS).
• Ensures scalable, secure, and auditable asset lifecycle processing by enabling seamless data flows, automation of capitalization processes, and alignment with DoD standards for financial accuracy and traceability.
• Leadend-to-end systems engineeringforUSSGL/ATM and Acquire-to-Retire(A2R)across Oracle EBS (Projects, Fixed Assets, Inventory, GL)and external systems (ELMS/DPAS, APSR,logisticsplatforms).

• Guide development teams on RICE-FW integration patternsand interface control and data validation mechanisms.
• Leadsystem integration testing strategy and performance validation.
• Supportaudit readiness, reconciliation, and reporting accuracy.

Requirements:

• Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC). (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
• Ten (10) years of experience of experience with systems engineering and software development.
• Must be proficient in Oracle EBS R12 or higher platform experience.
• Must be forward thinking to ensure keeping pace with current Oracle EBS trends in support of roadmap development and communication.
• Relevant certification from a nationally recognized technical authority.
• Strong experience with oracle EBS (Projects, Fixed Assets, Inventory) or similar ERP systemsand system integration and enterprise data flow design.
• Experience designing and integrating asset management and financial systems.
• Experience with Data modeling, interface design, and large-scale system integrationand BI/reporting tools for asset and financial analytics.
• Understanding of Asset lifecycle processes (A2R, CIP/WIP, capitalization).

Preferred Requirements:

• Experience withDAI / Oracle Federal Financials.

• Understanding ofFIAR audit requirements and NFR remediation.
