PlanIT Group is seeking an Oracle EBS Developer for our Federal customer in the Washington, DC area. The ideal candidate will support application and system development, maintenance, and overall technical support as required. The contractor must enhance and support these production applications and create new applications as the need arises.

Description:

1. Performance hours – flexible based on needs of USPS management. The supplier should be able to work nights, weekends, or holidays as needed.
2. The work must be performed according to US Government policies based on the Software Delivery Framework and secure coding practices.
3. US Government requires the Supplier to provide resources to support Finance & Payment Technology Services for application and system development, maintenance, and overall technical support as required. The contractor must enhance and support these production applications and create new applications as the need arises.

List of tasks to be performed:

1. Experience as a Functional Subject Matter Expert (SME) in implementing modules relating to the functionality of Oracle eBusiness Suite, Financials - Purchasing(PO), Accounts Receivables(AR), Accounts Payables(AP), Fixed Assets (FA), Project Accounting (PA) and General Ledger(GL).
2. Strong implementation background and ability to learn complex accounting processes at a level to enhance, troubleshoot, and resolve problems.
3. Strong implementation background and ability to solution complex business requirements.
4. In-depth knowledge of payment processes and methods to include EFT and NACHA requirements.
5. In-depth knowledge of the modules to minimize the RICE development and use COTS functionality in designing solution.
6. Familiarity with Agile/Scrum processes and management tools (preferably VersionOne) and IT Service Management Systems (preferably ServiceNow).
7. Expert in Oracle PL/SQL.
8. Provide configuration documents, desirable.
9. Expert knowledge in Accounting, desirable.
10. Update configuration diagrams and other documentation, desirable.
11. Utilize an iterative development methodology and attend Agile ceremonies for all work done under this contract. The methodology must allow users to examine the validity and accuracy of the business requirements and to respond to the usability and performance of any new deployments or installs.
12. Show a high level of competence in the USPS operating environment.
13. Acquires a thorough knowledge of the assigned systems and understands the USPS business processes that support it.
14. Provides on-call and after hours support as required to support the production systems.
15. As directed by the Software Architect, effectively and proactively work with customers/end users of application(s) to ensure needs are being met / managed in a positive manner.

Required Experience Level:

1. Minimum of 8 years’ experience developing objects and code in Oracle eBusiness Suite 12.2.9 - Financials preferred.
2. Experience as a Subject Matter Expert (SME) in implementing modules relating to the functionality of Oracle eBusiness Suite, Financials - Purchasing(PO), Accounts Receivables(AR), Accounts Payables(AP), Fixed Assets (FA), Project Accounting (PA) and General Ledger(GL).
3. Strong implementation background and ability to solution complex business requirements.
4. In-depth knowledge of the modules to minimize the RICE development and use COTS functionality in designing solution.
5. Familiarity with Agile/Scrum processes and management tools (preferably VersionOne) and IT Service Management Systems (preferably ServiceNow).

8. Knowledge of Kafka Queues, APIs, and Flat File processing.

Additional Skills/Experience:

1. A minimum of ten (10) years of experience in software development, and/or related field.
2. A degree from an accredited College/University in Software Engineering, Computer Science, or related discipline is preferred.
3. Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program.
4. Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific job.
5. Experience training/mentoring less experienced personnel.
6. Extensive knowledge of and experience with designing, implementing, operating, and administering relational DBMSs.
7. Development/support experience with more than one DBMS product (e.g. Oracle, SQL Server).
8. Extensive knowledge of/experience with DBMS Job Control Language (JCL), access methods, performance tuning, device allocation, validation checks, organization, security, documentation, and statistical methods.
9. Without assistance, capable of recommending the most appropriate DBMS product after evaluating a set of system requirements.
10. Extensive experience producing database-related documentation such as administration policies, procedures, standards, and guidelines.
11. Able to obtain Public Trust clearance.
12. Excellent communication skills.

Additional Provisions:

1. Must be able to obtain a Position of Public Trust Clearance.
2. Pass both a client mandated clearance process to include drug screening, criminal history check and credit check.
3. All candidates must be a US Citizen or US Permanent Resident only.
4. Candidate must have lived in the United States for the past 5 years.
5. Cannot have more than 6 months travel outside the United States within the last five years. Military Service excluded. (Exception does not include military family members.)
