Job summary

Skywalk Global seeks an experienced Oracle Developer to migrate legacy Oracle Forms to Oracle APEX on Oracle Database 19c. The role focuses on enhancing performance and security while aligning with modern development practices. The candidate will transform forms-based systems into secure, maintainable Oracle APEX applications.

Responsibilities include designing APIs, tuning queries, and collaborating with the team to ensure a scalable migration path with strong UI/UX and data integrity.

Qualifications

• Bachelor’s degree in computer science or related field.
• 5–7 years of experience developing in Oracle PL/SQL, including stored procedures, functions, packages, and advanced queries.
• 5–7 years of experience developing applications using Oracle APEX.
• Understanding of data modeling principles.
• Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle and SQL Server.
• Strong analytical and problem-solving skills.
• Strong written and verbal communication skills.

Responsibilities

• Analyze and understand the architecture, data structures, and integrations of existing Oracle Forms applications.
• Design and develop modern APEX user interfaces in collaboration with technical lead.
• Assist in establishing UI/UX design standards for future APEX applications.
• Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
• Review existing documentation to understand system requirements, architecture, reporting, and functionality.
• Implement and support application security, roles, and authorization models within integrated Oracle systems.
• Participate in all phases of the system development lifecycle including requirements gathering, analysis, coding, testing, deployment, and post-production support.
• Provide mentoring and knowledge transfer to Commonwealth IT staff and other developers.
• Assist with production deployments and release management activities.

ThePennsylvaniaConservationandEnvironmentDeliveryCenter(CEDC),supportingtheDepartmentofEnvironmentalProtection(DEP),isseekinganexperiencedOracleDevelopertoassistinthemodernizationandmigrationoflegacyOracleFormsapplicationstoOracleAPEXrunningonOracleDatabase19c.Aspartofanenterprisemodernizationinitiative,legacysystemsbuiltonolderOracleFormstechnologyarebeingupgradedtomodern,secure,andmaintainableOracleAPEXapplications.Thiseffortsupportsmission-criticalenvironmentalandregulatorysystemsandensureslong-termsustainability,improvedperformance,andalignmentwithcurrentBITstandards.TheselectedcandidatewillplayakeyroleinconvertingOracleFormsapplicationstoOracleAPEX,enhancingsystemperformanceandsecurity,andensuringalignmentwithmoderndevelopmentpractices.ThispositionrequiresstrongOraclePL/SQLdevelopmentskills,deepknowledgeofOracleRDBMS,andexperienceworkinginAgile/Scrumenvironments.
