Job description

OCT Consulting is a business management and technology consulting firm supporting Federal Government clients. Our services include Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

We are seeking an Oracle/APEX Developer to support the FBI's technology division. The developer will provide technical support for evolving requirements, maintaining, supporting, and advancing applications, systems, or infrastructure with current or emerging technologies.

This position is contingent upon contract award.

Day-to-day responsibilities include:

1. Developing and testing solutions to improve budget and procurement integration.
2. Assisting with annual budget loads, CR adjustments, and special requirements.
3. Troubleshooting, resolving, and mitigating technical issues.
4. Designing and maintaining system architecture, including database structures.
5. Developing and optimizing application functions.
6. Building dynamic, data-driven web applications using Oracle APEX.
7. Conducting testing, demonstrations, and training.
8. Administering production databases and addressing system errors.
9. Designing prototypes for new features and functionalities.
10. Collaborating with SMEs to enhance system capabilities and develop policies for financial management.

Requirements

Qualifications/Requirements

• Must be a US Citizen.
• Must hold an active DoD Top Secret (TS) clearance.
• Bachelor's degree in Computer Science, Information Systems, or related field.
• Minimum of 5 years experience with Oracle Application Express (version 5.1+).
• Knowledge of Oracle DDL syntax and PL/SQL.
• Experience with Agile development methodologies.
• Proven experience in application development, testing, and troubleshooting.
• Experience designing data-driven web applications.
• Ability to conduct testing, debugging, and validation.
• Supporting system demos, user training, and documentation skills.
• Strong problem-solving skills.
• Ability to work with SMEs, stakeholders, and technical teams to define and implement requirements.
• Primary work location will be at FBI facilities in the Washington Metropolitan Area/NCR.

Salary Range

$130,000 - $150,000 annually, depending on experience and education.
