Job description

SUMMARY

The Joint Intelligence and Security Division (JISD) provides strategic intelligence to NATO HQ decision makers and protects NATO’s personnel, information, and physical assets. Its Intelligence pillar ensures situational awareness for the North Atlantic Council (NAC), the Military Committee (MC) and senior decision makers through analysis, policy and capability development. The Security pillar coordinates NATO security among member nations, civil and military bodies, international organisations and partner countries, oversees the security of NATO Headquarters, and protects the Secretary General. Within the Protective Security & Emergency Service Branch (PSESB), the Operator, Technical Security performs technical security tasks, develops and maintains regulations, supports Technical Surveillance Counter Measures (TSCM) and Technical Security Inspections (TSIs), operates In-Place Monitoring Systems (IPMS), and provides technical security advice while updating Standard Operating Procedures (SOPs). The role requires flexibility to work outside normal hours and occasional travel.

QUALIFICATIONS AND EXPERIENCE

• Higher secondary education with 4 years post‑related experience, OR upper vocational training/post‑secondary degree in a technical or security field with 2 years post‑related experience.


• Capacity to perform physical tasks under pressure and in varied conditions, including heights and confined spaces.


• Ability to work effectively in a team, with strong interpersonal skills and the capacity to foster good working relationships.


• Methodical problem‑solving approach and attention to detail under time constraints.


• Minimum language proficiency: English/French – V (Advanced) in one language and I (Beginner) in the other.

• Formal qualifications in a technical or scientific subject (e.g., level 4 engineering/physics or a vocational certificate in security or communication technologies).


• Ability to operate specialised technical equipment independently and safely.


• Knowledge or practical experience in engineering (radio frequency/communications, electrical/electronics, ICT including TEMPEST, construction, technical drawings), security systems (alarms, CCTV, TSCM, IPMS) or surveillance.

MAIN ACCOUNTABILITIES

Planning and Execution: Implement technical security measures following work plans and SOPs, manage timelines, identify lessons learned, and promote continuous improvement.

Stakeholder Management: Establish and maintain good relationships with counterparts and internal customers, communicate disruptions and purposes of activities, and report key findings.

Information Management: Monitor life‑cycle of equipment and tools, report technical issues, and handle sensitive information in line with NATO Security Policy.

Expertise Development: Maintain knowledge and specialist skills through internal and external training, exercises, collaboration with experienced colleagues and national delegation teams, research threats, and foster knowledge sharing.

Perform any related duties as assigned.

INTERRELATIONSHIPS

Reporting lines: The Operator, Technical Security reports directly to the Head, Technical Security.

Interactions: Works closely with other sections of JISD, especially within PSESB, Security Policy Oversight Branch, the International Staff, and delegations, missions and agencies located on the NATO HQ compound.

CONTRACT

Definite duration contract of three years, with the possibility of an indefinite contract thereafter. Seconded staff receive a three‑year contract, renewable for up to three years, with a maximum service period of six years. Appointed at the lower grade for twin‑graded posts unless otherwise specified.
